County Seeks Grant From Homeland Security

If there's a grant out there, Kosciusko County Emergency Director Ed Rock is sure to find it.
Monday, Rock presented to the Kosciusko County Commissioners an application for the 2004 Indiana Homeland Security subgrant. Within 60 days, he said, they should find out if they will receive any of the grant, which does not require any matching funds.
He had no exact figure on how much Kosciusko County could receive.
The grant money will be used for First Responder training, equipment and exercises.
He also reported that the county received a $160,000 check for a grant he applied for on behalf of the county in 2003. The grant is for mobile data and inoperative communications. The money will be used to purchase a few 800 megahertz radios and to help set up the dispatch center to receive 800 megahertz communications. If there are any remaining dollars left from the grant, Rock said, they will take a look at what they need before purchasing other equipment.
In other business, the county commissioners:
• Heard from county highway Superintendent and Engineer Rob Ladson that the branch of the Indiana Department of Transportation that handles the state inventory maps is in the process of creating its own Geographical Imagining System program and in the process of making sure their road information is correct. Ladson said the state has found a few roads in Kosciusko County that Ladson said don't exist as part of the county's maintenance system and the commissioners need to tell INDOT the county doesn't maintain those roads. The commissioners approved.
They also approved the signing of a statement per the state's request that the state isn't responsibile for any damages to roads when Silver Lake closes off Ind. 14 for Silver Lake Days and uses county roads for detours.
In a third highway matter, the commissioners approved the highway department to install a culvert along Defreese Road. Ladson said water is over-running the road.
• Approved the zoning and subdivision control ordinance amendments as recommended by the Kosciusko County Area Plan Commission. According to assistant planner Matt Sandy regarding the amendments, "a majority of it is clarification," and touches on issues of parking requirements, on-premise signs and communication tower lighting.
• Approved the Kosciusko Area Bus Service's first quarter operational report as presented.
Commissioners are Brad Jackson, northern district; Ron Truex, middle district; and Avis Gunter, southern district. Their regular meetings are at 9 a.m. every other Tuesday in the county courthouse, Warsaw. The next meeting is May 18.
