County OKs Service Program

Kosciusko County Commissioners approved the community service program to begin again this summer on Tuesday.

Kosciusko Superior Court II Judge James Jarrette made the request.

The program allows non-violent male and female offenders to do service work in the community in lieu of jail time.

Offenders working in the program clean up trash and debris in the community, among other tasks. If the highway department works with the program again, the highway department will furnish a truck to carry the debris away.

"At this point, we have the sheriff's reserves who will supervise the program," Jarrette said.

In other news, County Assessor Sue Ann Mitchell asked the commissioners to approve a Y2K Committee for the county.

Their goals include making county computers and operations Y2K compatible. A disaster plan also will be prepared for any emergency the county may encounter. The Y2K committee will address the supply of utilities to keep county operations functional.

The group will plan to meet every two weeks. Appointed to the Kosciusko County Y2K Committee are county administrator Ron Robinson, systems administrator Bob Momeyer, Mitchell, maintenance director Don Taylor, assistant systems administrator Paul Henning and county commissioner Avis Gunter. A county council member has yet to be appointed by the county council.

Catharine Walker, Warsaw Housing Authority, told the commissioners the WHA received a $7,000 grant from the Indiana Housing Finance Authority. The grant will be used for a needs assessment in the city. The assessment will be done by summer, Walker said.

The commissioners approved the grant and will sign the appropriate paperwork to receive the grant. WHA is the sub-recipient of the grant.

In highway matters, superintendent and engineer Rob Ladson asked the commissioners to approve an agreement with MedStat for drug and alcohol testing. The agreement is the same as in the past.

In a related matter, the commissioners approved Robinson's request for a random drug testing agreement and employee assistance program with MedStat for all county employees.

The assistance program allows a county employee to seek short- term counseling should the employee tested positive for drugs or need other counseling. The county will pay 50 cents a month per employee for the service. The maximum amount the county will have to pay a year will be $1,800, Robinson said.

In rezoning business, the commissioners heard four cases.

In the first case, Daniel J. Conley petitioned to rezone 20 acres from an agricultural district to an agricultural two district. His property is on the north side of CR 300N and east of CR 200W in Plain Township.

Plan director Dan Richard said the area has exhausted the allowed number of sell-offs. The recommendation by the Kosciusko County Area Plan Commission was not to rezone.

The commissioners voted to send it back to the APC for further consideration.

A recommendation to approve a petition by the Cyril and Myrtle Likens Estate to rezone 13.16 acres from an agricultural district to a residential district was approved by the commissioners. The property is in Tippecanoe Township.

Roger Clemens' petition to rezone 21 acres from an agricultural district to an agricultural II district was denied by commissioners Gunter and Eddie Creighton. Brad Jackson abstained.

Clemens' property is on the south side of CR 700S in Clay Township. Even though his petition was not approved, he has enough acres that he can go ahead with the project.

The commissioners also denied of a petition by Debra K. Thompson to rezone property from a commercial and agricultural district to an industrial II district. The property is on the east side of Ind. 13 and south of CR 500N in Tippecanoe Township. [[In-content Ad]]
