County Mailing Tax Bills This Week

Property tax bills for 2007-pay-2008 were due in two installments - Oct. 31, 2008, and Dec. 10, 2008, because of a delay in receiving state-certified tax rates. This year, Mitchell said, billing is back to a spring/fall payment schedule.[[In-content Ad]]According to a press release from Mitchell's office, tax statements will be in the mail no later than Saturday. The bills will have a May 11 collection date for the spring installment and a Nov. 10 collection date for the fall installment.
A new form will be mailed with tax bills this year. Mitchell said the TS-1 provides taxpayers with a overview of taxes on their property. "It's a form that actually gives them quite a bit of information," Mitchell said.
She said the TS-1 can be used by taxpayers to get a picture of how their taxes have changed year-to-year or to begin an appeal of the assessment of their property.
"People really need to take a look at it and study it," Mitchell said. "Obviously, if they have questions, that's what we're here for."
Mitchell said the county's tax rates have been affected by changes made by the state legislature. The state took on funding for the state fair, state forestry, school general funds and welfare. At the same time, the state took away the Property Tax Replacement Credit and added to some homeowners' homestead credits.
The net effect of the changes may mean an increase in rates in Kosciusko County, Mitchell said.
Other changes will include a new look for the bills which the state now requires to be uniform in appearance and will be re-sized from 8 inches by 14 inches to 8 inches by 11 inches. According to Mitchell, the tax coupons will have less information than what was displayed on prior years' bills. Information previously displayed on the tax statement will be displayed on the additional form that will be included.
To pay spring tax installments, taxpayers must send the entire statement to the county auditor's office. Taxpayers who include a self-addressed, stamped envelope with their spring payment will receive back a receipt and fall payment coupon. Taxpayers who would like a reminder e-mailed to them 15 days prior to the Nov. 10 due date may send the request for the reminder to [email protected]
Options for payment of taxes include the following:
n Pay in person: Bring statement to the Treasurer's Office - hours 8 a.m. to 4:30 p.m.
n Pay by mail: Return statement and self-addressed, stamped envelope for the return of your receipt.
n Mail to: Kosciusko County Treasurer, P.O. Box 1764, Warsaw, IN 46581.
n Pay at participating banks with statements (only if there are no delinquencies).
n Pay by credit card: Call 800-809-5849 or visit www.kosciuskotax.net (2.9 percent service fee).
According to the Treasurer's Office, a penalty will be added to the unpaid portion of the amount due for each installment. The penalty will be in the amount of 5 percent of the unpaid tax if the installment is paid on or before 30 days after the due date and the taxpayer is not liable for prior delinquent property taxes on the parcel.
If there are existing delinquencies on the property, the 10 percent penalty will apply to the unpaid tax immediately following the due date. Receipts will be voided if a check is not honored by the bank. The return check charge is $25.
