County Council Reappoints Officers

The Kosciusko County Council voted in new officers and oversaw many financial issues at their Thursday night meeting.

Councilman John Kinsey made the motion to reappoint the 2011 officers as the 2012 officers. Robert Sanders seconded and the motion passed unanimously.

Tom Anglin is president, and Larry Teghtmeyer is vice president.

Anglin thanked the board for the honor briefly before transferring funds for some departments.

As a part of the end of the fiscal year for 2011, the county was asked to transfer $2,360 from Social Security contributions to the reassessment group benefits, as well as $200 from the state meetings and dues into the deputy coroner’s fund. Both were unanimously approved.

Kosciusko County Sheriff Rocky Goshert asked the council to approve the transfer of $1,668.40 from the insurance reimbursement fund to the repairs and maintenance fund.

Goshert informed the council that a deputy’s vehicle was hit by a Wawasee student and needed repair.

Additionally, County Highway Superintendent Scott Tilden asked that the board approve the transfer of $4,106.38 from insurance reimbursement into the repairs and maintenance fund in order for one of his vehicles to be repaired as well.

Tilden told the council that he had a vehicle that was in an accident that was not the county’s fault and the insurance paid out to fix the vehicle.

The council unanimously approved both Goshert’s and Tilden’s requests.

Kosciusko County Clerk Jason McSherry informed the council that he would like to purchase new shelving for a room in the basement of the justice building that they use for storage. The shelving would cost $4,211, and he told the council it would come from a split between the Title IV-D incentive funds and the clerk’s perpetuation funds.

McSherry also asked the board to split a withdrawal of $3,641 from the Title IV-D and perpetuation funds in order to do regular maintenance on the software used in the clerk’s office.

The council unanimously approved both requests.

McSherry also told them that he had something that was not on the agenda he would like to talk about. McSherry told the council he had terminated an employee in the clerk’s office. He said that he had another employee he would like to move up to full-time status, but he needed their approval.

“I would like to move one of the part-time  employees in the office up to full time and not replace the part-time position,” McSherry said. “The case counts in Superior 1 and Circuit courts have been down the last two years, and I think we can get by without having to fill that vacancy. I would like to try to do so without the position filled.”

The council agreed and approved the request.

Near the end of the meeting,  the council approved that  Roger Moriarty be appointed to the Bell Memorial Library.

Bob Sanders motioned that all appointments in the future be done only after an interview, where the board meets the candidate and gets to ask questions about their qualifications and intentions. The board agreed and passed the motion.
