County Council Approves Items In Advance Of Budget Vote

Kosciusko County Council met Thursday night as it moved toward approving the 2011 budget at its regular meeting in September.

Monday, the board went through the budgets for all county offices.

Council President Harold Jones noted Monday that the 2011 budget was basically flatlined.

Thursday night, the council approved several items for the 2011 budget.

A 2-percent pay increase was approved for part-time wages.

Monday, the council approved an across-the-board 2-percent pay raise for all full-time employees.

County Auditor Marsha McSherry noted that additional hours in the clerk's and treasurer's offices were a result of additional appropriations approved by the council.

The council approved a part-time position at the county Extension office for $15,000, which was below the $21,215 listed on the Extension office's projected 2011 budget.

County Assessor Laurie Renier appeared before the council to go over her 2011 budget.

Renier explained with changes in the assessment process and a reduction in staff, she budgeted $18,000 in overtime pay because of the uncertainty on the manpower it will take to complete the reassessment process.

"On a normal basis I wouldn't allow it, but when I have something due by a deadline we'll do whatever it takes to get it done," said Renier of the budgeted overtime pay.

There are 52,665 parcels in Kosciusko County, according to Renier.

Renier said that with new street-level images and oblique photography, the county is moving closer to doing reassessment without going into the field.

Within the oblique photography, said Renier, is an application called Change Finder which can detect changes made to an individual parcel like an added deck.

The council approved the assessor's office's overtime pay as well as overtime pay for the maintenance department.

The council also approved a per diem for the assessor's office as well as $4,000 in postage for 2011.

Monday, the council talked about providing more funding to the county's bridge fund.

County Highway Superintendent Dennis Pletcher asked the council to increase funding for the bridge fund so that bridges and small structures that are being worn down can be repaired and replaced on schedule.[[In-content Ad]]The council told Pletcher they support funding for the bridges in the county and directed him to the county commissioners to secure that funding.

The council will meet at 7 p.m. Sept. 9 in the old courtroom at the Old Courthouse to approve the 2011 budget as well as take care of other county business.
