County Council Approves Appropriations, Transfers

Routine business was the main topic Thursday at the Kosciusko County Council meeting, with fund transfers and additional appropriations taking up most of the agenda.
The council unanimously approved $300,000 in additional appropriations to the county commissioners for the county employees' retirement fund.
They also approved an additional $300,000 appropriation to the Inmates in Institutions account. County auditor Sue Ann Mitchell said after the meeting that the amount approved was billed by the state for housing detained juveniles from Kosciusko County for six months this year. She said it included $212,000 for male juveniles and $54,000 for females.
Council tabled a request from the county prosecutor's office for permission to apply for a grant of approximately $8,338, because the county would be obligated to contribute 10 percent.
Prosecutor Chuck Waggoner was not at the meeting to answer questions, and county administrator Ron Robinson said the grant hadn't been discussed with him.
"How much clerical work is going to be dedicated to this ... to support the grant?" asked councilman Jim Tranter.
Waggoner's request was tabled until the council has more information on the purpose of the grant.
In other business:
• Council appointed Steve Walters to the Nappanee Library Board;
• Council approved the following transfers of funds within departments: auditor, $1,442.37; Circuit Court, $8,000; E911, $2,500; Extension Office, $1,000; jail, $5,000; highway department, $5,000.
• Council approved the 2001 salary ordinance.
• Robinson reported that progress on the Justice Building expansion continues on schedule, with another area of the basement floor being poured recently and plans to pour the first floor next week.
"You should see quite a change over there in the next two to three weeks," he said.
The council's December meeting will be on Dec. 4 to accommodate council members' schedules.
