Council Prays For Shaw's Family Before Hearing Transfer Requests

During a prayer before the meeting started, board member John Kinsey prayed for Shaw's family.
Shaw was killed Thursday afternoon when he was involved in a two-vehicle collision while on duty near Silver Lake.
When it came to business, the council approved numerous transfer requests by different departments.[[In-content Ad]]Judge Duane Huffer spoke on behalf of the Circuit and Superior courts to transfer $10,000 from their court-appointed attorney fund to legal research services. Huffer explained the money was to cover law book charges that were higher than anticipated.
The board approved the request unanimously.
The maintenance department requested and was granted approval to transfer $18,500 from a maintenance supervisor fund to part-time help.
County Administrator Ron Robinson said there is currently no maintenance supervisor on staff, and he doesn't see the need for one this year or next.
"We don't intend on filling that position," said Robinson. "It's easier for us to hire part-time help."
To cover a shortfall for unemployment claims, $10,000 was transferred from a rent of buildings account. The request came through the county commissioners.
The commissioners also received a total of $19,000 to put into the group insurance fund to cover shortfalls created by rising insurance premiums.
While KCSD Sheriff Rocky Goshert was absent due to Shaw's death, his request for a transfer of $3,319.17 from reimbursement insurance to repairs and maintenance was approved.
County Health Administrator Bob Weaver requested and was allowed to transfer $2,803.12 from its part-time nurse fund to group insurance to cover rising health care costs.
Judge James Jarrette, speaking on behalf of the county's alcohol and drug treatment program, requested $3,075 be transferred to group insurance from a part-time secretary fund to cover increased health insurance premiums.
The assessor's office was allowed to transfer $1,427.72 to cover group insurance benefits with rising premiums once again cited.
Also in business involving the assessor's office, the council table making a decision on the reassessment fund. Assessor Lori Renier wasn't present at Thursday night's meeting.
At issue is possibly moving money from the reassessment fund to the general fund.
Council President Harold Jones said by moving funds to the general fund it would allow for more fiscal flexibility.
The council tabled approving the Kosciusko Coalition on Drug Education budget until next month's meeting.
Speaking on behalf of the coalition, Heather Desenberg said the group met Thursday, and after a four-hour meeting was able to complete a budget that was $10,000 less than last year.
KCODE has two more grant requests this year as compared to last, according to Desenberg.
Councilman Bob Sanders said he would like more time to go over the budget, and the council moved to vote on it in December.
The council approved the appointment of Perry Miller to the Nappanee Library Board as well as Sanders to the Warsaw Economic Development Commission.
Councilman Larry Teghtmeyer said he wanted someone who could work with both knowledge of the county and city.
The council approved a salary ordinance amendment by Robinson concerning the health department.
The health department received money from the state to hire part-time help to file paperwork as it relates to H1N1. The funds are expected to be available through 2010.
At the end of the meeting, Jones recognized Veteran Affairs officer Mike Barnett for his work with the county. Barnett recently retired from his post.
Jones also extended condolences on behalf of the board to county auditor Marsha McSherry whose father passed away recently.
The board's next meeting is Dec. 10 in the old courtroom at the courthouse.
