Commissioners Mull Barbee Sewer Appointments

Indiana Department of Environmental Management Commissioner Thomas Easterly signed an order to establish the sewer district, known as the Lakeland Regional Sewer District, March 14. Easterly's approval was published in the legal ad section of the Times-Union March 20.[[In-content Ad]]The sewer district will include property south of Armstrong Road and CR 500N; west of Ind. 13; north of South Barbee Road; east of CR 650E; north of McKenna Road and CR 400N; east of CR 457E. The district is located around lakes in the Barbee chain, including Kuhn, Big Barbee, Little Barbee, Irish, Sechrist, Sawmill, Banning and Shoe.
Doctor told the commissioners the next step in establishing the sewer district is to construct a board of directors. The board will include four members appointed by the commissioners and three members appointed by the Kosicusko County Council. Doctor recommended the commissioners appoint him, Kosciusko County Health Department Administrator/Chief Environmental Scientist Bob Weaver, David Tyler, Leesburg, and Dan Lee, Warsaw. He told the commissioners he will recommend the council appoint councilman Bob Sanders, Jim Haney, Leesburg, and Stewart Lambert, Leesburg, to the board.
The commissioners voted to take the appointments under advisement and take action at their next meeting April 15.
The sewer district was the subject of a public hearing attended by more than 500 area property owners and state and local officials Aug. 18. At the hearing, some residents spoke up in support of the project while others expressed concerns about the project's cost. Regional sewer districts in Indiana cannot be funded through taxes, instead, they are funded through user fees from property owners connected to the system.
The commissioners and county council passed a resolution in favor of the district in July 2006. They appointed Doctor to head up efforts to establish the sewer district.
Tuesday, Doctor told the commissioners after the board is appointed, they will need to hire an engineering firm and submit engineering plans for the project to IDEM by the end of the year.
Area residents have until April 19 to challenge the order to establish the sewer district. The final order, along with the hearing officer's finding of fact and recommended order, are on file at the North Webster Tippecanoe Township Public Library, 301 N. Main St., North Webster.
