Commissioners Hear Fund Requests From Local Social Service Agencies

Every year, right before the Kosciusko County Commissioners plan their overall budget request to the county council, local not-for-profit organizations make their budget requests to the commissioners.

If approved, the organizations will then receive their requested funds next year out of the commissioners' budget.

Tuesday, 10 organizations presented the commissioners with their requests for 2001.

The largest amount requested is from the Cardinal Center for $117,000, an increase of $37,000. However, the increase includes a one-time-only appropriation of $37,000 to help them repair roofing.

The second largest request is for $100,500 from the Bowen Center/Juvenile Center. The requested amount is the same as last year's request.

Also keeping their requests the same for next year were a request for $500 from Arrowhead and $23,000 from the Kosciusko County Historical Society.

The only decrease in requested money is from the Kosciusko County 4-H. Their budget request for 2000 was $51,000; for next year, they are asking for $42,639.

Kosciusko Development Inc. is raising its request for funds from $35,000 to $50,000. Home Health Care is asking for $5,000 more, while the Council on Aging is raising its budget request for 2001 by $10,000.

Beaman Home's budget for 2001 will only be raised by $2,152 to $27,152 for 2000. Meanwhile, the Animal Welfare League is asking for $60,000 for 2001, an increase of $10,000.

Last year, AWL requested $50,000 for 2000, but the county council approved only $30,000. The AWL then made a second request to the council for an additional $20,000. The council reluctantly agreed and earlier this year made an additional appropriation to increase the AWL budget.

The increase for next year, the AWL representative said, is to help pay for employee salaries and other items.

In rezoning requests, the commissioners:

• Approved Dennis Replogle's petition to rezone ground from an agricultural district to residential, but tabled his petition to rezone property from agricultural to agricultural 2. The property is on the north side of Beer Road, east of Shaeffer Street in Van Buren Township. CR 1250N is to the north of the property and Beer Road is to the south.

The property is divided by Turkey Creek. The approximate 20 acres to the west of Turkey Creek were approved to be rezoned residential, while land to the east of the creek was tabled to be rezoned agricultural 2.

The commissioners tabled half of the petition because Replogle is petitioning the Kosciusko County Area Plan Commission to rezone the ground to residential in July, after the Plan Commission made the recommendation that he do so.

• Denied Steven and Jeannie Savage's petition to rezone nine acres from an agricultural to a residential district. The property is on the south side of CR 250N and east of CR 300E in Plain Township.

• Denied Kathy Hale's petition to rezone five acres from an agricultural to an agricultural 2 district. The property is on the north side of CR 400S and east of CR 600E in Washington Township. No one representing Hale was present at the meeting Tuesday.

• Approved Ora Warren Jr.'s petition to rezone 4.32 acres from an agricultural to an agricultural 2 district. The property is on the east side of CR 650W and 580 feet north of CR 100N in Harrison Township.

• Approved Albert Orcutt's petition to rezone 13.9 acres from an agricultural district to an agricultural 2 district. The property is on the east side of CR 650W and north of CR 100N in Harrison Township.

In other business, the commissioners:

• Accepted the county insurance agent's recommendation on insurance, the renewal offer with Alternative Benefit Concepts. The actual carrier will be American National, but the managing group underwriter will remain the same - ABC. The county will pay a yearly premium of $112,980. The insurance is figured on the county having 200 employees with 124 dependents.

The commissioners also approved a retainer check for the insurance for $9,415 and a three-year contract with G Group Alternatives Inc., who provided the recommendation to the commissioners.

• Approved a four-way stop at the intersection of CR 450N and CR 175E. It is currently a two-way stop.

• Heard from Winona Lake representatives regarding the replacement of CR 250E. The town asked the commissioners to financially contribute to the project since part of the road is county road and part of it is in Winona Lake.

The commissioners told the representatives to return in two weeks to give them time to consider how much they will contribute to the project.

Winona Lake recently received a federal grant of $1.4 million for the project.
