Commissioners Approve Road Vacation To Make Way For Wawasee Condos

In June, developer LSBD LLC requested the vacation to make way for the condo project. Remonstrators from the area voiced their disapproval of the plan at that time. The remonstrators had concerns about pedestrian and emergency vehicle access, traffic problems and access for school buses.
Tuesday, attorney Randy Morgan, representing LSBD, gave the commissioners letters from Wawasee Community School Corp. and the Enchanted Hills Property Owners Association approving the plan on the conditions that a public walkway be constructed through the property, access for emergency vehicles be provided, and cul de sacs for school buses to turn around be constructed where Treasure Island Road currently enters the property.
Project architect Gregory Kil told the commissioners the complex will include a public walkway, cul de sacs for school buses to turn around and access for emergency vehicles.
Enchanted Hills resident Keith Blauer said he still is opposed to the project. Blauer said many area residents prefer to use Treasure Island Road rather than pull out onto East Wawasee Drive when driving to Syracuse. Blauer gave the commissioners the results of a survey he said he took of 34 Enchanted Hills property owners. Blauer said 28 owners were opposed to the road vacation and six were not.
"I think we're having a minority tell the majority what they have to have," Blauer said.
The commissioners approved the vacation subject to provision of emergency access points at least 14 feet wide, an 8-foot-wide public walkway and realignment of Tiny Tim Lane to provide a safer intersection with East Wawasee Drive.
The proposed complex will hold 51 single-family units in two main buildings.
Developers still need to secure Board of Zoning Appeals approval on an exception to allow them to build a multi-family residence on the proposed site, which is zoned for commercial use, and several variances before they can begin seeking county approval of their plans. The BZA will review LSBD's variance and exception requests Sept. 10.
The commissioners also approved the rezoning of 20 acres of land on the west side of Ind. 15 just south of Union Street from agricultural use to commercial use. Marion Schrock, of Horizon Transport Inc., told the commissioners he plans to use the site as a shipping yard for recreational vehicles. Schrock said his company would probably move between 20 and 25 RVs in and out of the lot daily. He said the land's location on the south side of Warsaw is ideal because it will allow the company to avoid transporting the RVs through town.
The commissioners denied a request from property owners David and Alcia Coppes to rezone their property on the south side of CR 1100N, west of CR 500E from agricultural use to residential. The Area Plan Commission recommended the commissioners deny the request.
