City To Release Funds For Argonne, Parker Project

The city is one step closer to making Dubois Drive a one-way street now that funds to be used for project changes have been approved.
The Warsaw Board of Works approved releasing an amount not to exceed $10,000 for proposed changes for the Argonne Road and Parker Street project at its meeting Friday.
The Warsaw Traffic Commission approved recommending making Dubois Drive one way at its meeting Thursday.
Warsaw Police Department Lt. Kip Shuter attended Friday's Board of Works meeting and distributed an ordinance and letter that will go before the city council Monday night recommending Dubois Drive from Parker Street to Provident Drive be one way westbound.
The letter states the current proximity of the Parker Street and Dubois Drive intersection create multiple traffic conflicts.
It states at peak times, traffic backs up and drivers who refuse to leave or create openings obstruct business traffic and many vehicular movements are difficult to make when this occurs.
The changes include making Dubois Drive one way west between Parker Street and Provident Drive, widening Argonne Road by 5 feet on the west side between Center and Market streets, and increasing the intersection corner radii for the northwest corner of the Argonne/Jefferson and the southeast corner of the Argonne/Center intersections.
The board also:
• Approved two grants for the police department. The department, as part of the Kosciusko County DUI Task Force Indiana, has been approved to receive a National Highway Traffic Safety Administration grant. The county task force has been awarded $30,000. WPD's portion will be $10,000.
The other grant is for the the Kosciusko County Traffic Safety Partnership that has been awarded $49,500 for the enforcement programs titled Operation Pull Over and Big City/Big County Seat Belt Enforcement.
The department's portion will be approximately $12,000.
• Approved a 20-day contract extension for the Fairlane Drive Sanitary Sewer improvement project. The project completion date is Nov. 30.
• Approved an invitation for bids for 2007 for six materials and supplies including limestone, ready-mix concrete, flowable backfill material, bituminous material, concrete curbing and concrete flatwork. Bids will be awarded to the successful bidder at the board's Nov. 17 meeting.
• Approved a claim voucher to the Indiana Department of Transportation for reimbursement as part of the Transportation Enhancement Grant that was awarded to the Lake City Greenway Chinworth Trail. The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc., from July 20 through Sept. 29.
• Approved an annual color printer maintenance agreement for the mayor's office with Sands Office Equipment, Warsaw, for $192.50.
• Approved two annual maintenance agreements for the Warsaw Fire Department's copying machines. The agreements include an annual maintenance agreement cost of $622 for Fire Station One and $480 annually for Fire Station Two.
• Approved a Thompson Thrift Construction letter of credit for $7,000 for Shelden Street for a topcoat on the street.
• Approved a letter of credit to Superior Developing for Center Crest Development not to exceed $10,000.
• Approved four contracts for the Warsaw Parks and Recreation Department including a $1,154.96 contract with Hoosier Guttering for gutters with leaf guard for the Glover Pavilion, a contract with Bob's Cleaning Services of $10,500 for pavilion floor cleaning, stripping and waxing to be paid with 2007 appropriated monies, a contract with Custom Fencing for removal of old fencing and posts of $750, a contract with Trinity Lock Service, Leesburg, to provide lever combination locks for Pike Lake Campground restroom doors for $1,621, and a contract with TruGreen ChemLawn, Goshen, for a service agreement for tree and shrub care services for $5,052.25 to be paid with 2007 appropriated monies.
• Approved a lease agreement with Perry Corp. for a new copier for the police department. A machine will be used at $300 per month for 60 months. The price includes service and maintenance for 60 months and allows for 8,000 copies per month.
• Approved two new hires including Brian Davison for the wastewater department at $1,692.31 and William Leffridge as a part-time street department laborer at $8 an hour.
• Approved five travel requests for the wastewater department and WFD.
• Approved COBRA rates for 2007 for the city.
