City to Develop Downtown Comprehensive Parking Plan

Mayor Joe Thallemer and the commission will work to identify a subcommittee that will address downtown parking issues and seek merchant and customers’ input.
The subcommittee will bring back specific parking recommendations to the traffic commission.
Thallemer also suggested the subcommittee members could have public meetings for the community to provide input on downtown parking.
“We want heavy merchant and customer input in addressing needs for downtown parking,” Thallemer said.
The steering committee for the parking plan will be the traffic commission.
The committees will address issues including number of handicapped spots, merchant and employee parking, time periods, enforceability, maintenance of off-street lots, downtown resident parking, on- and off-street parking, allocation for future parking, costs for renting parking spaces and the status of rental lots.
Kip Shuter, WPD traffic commission administrator, provided information on downtown parking.
He said there are currently 360 on-street parking spaces downtown. There are currently seven city-controlled parking lots, 286 off-street parking spaces that are city controlled and 169 available parking spaces for rent. There are 146 rented parking spaces and 117 open parking spaces.
In other business, the commission approved submitting a favorable recommendation to Warsaw City Council for an updated Traffic Safety Commission ordinance.
The current ordinance has eight members including three city council members serving on the commission.
The proposed updated ordinance is to have seven members serving on the commission, including two city council members, two community citizens, two representatives of the police department and one school corporation representative.
Non-voting members consist of the mayor, city planner, street superintendent and police chief.
Also during the meeting, Jeremy Skinner, city planner, provided an update on spring 2012 road projects. He said there will be construction on U.S. 30 this spring.
There will be multiple turn lanes added on U.S. 30 into the Meijer property, and a traffic signal will be installed at the Meijer intersection west of Deeds Creek Bridge between Springhill and Anchorage roads. Skinner said lane restrictions should be expected.
Skinner said he will meet with Meijer utility officials today to get specifics on utility coordination. He said plans are for Meijer to open in April or May 2013.
Also during the meeting, Mike Klondaris, traffic commission member, said he had concerns with lack of visibility at the intersection of Ind. 15 and Kincaide Street. Shuter will speak to Indiana Department of Transportation about the issue.
Klondaris also said he had concerns with traffic in the left turn lane at Market and Detroit Street going out into the intersection to turn and blocking other traffic.
He recommended a sign that states “Do Not Block The Intersection” be installed. Shuter said he will look into the matter.[[In-content Ad]]
