City Orders Demolition Of House On E. Fort Wayne St.

Demolition of the house at 621 E. Fort Wayne St. was given the go-ahead yesterday by the Warsaw Board of Works.

The house has stood without rehabilitation since a fire three years ago, abandoned by the owners.

During the Jan. 23 BOW meeting, building commissioner Todd Slabaugh asked that unsafe building funds be used to demolish the structure, which has had an outstanding demolition order since June 2002.

Slabaugh said then the owners are not taking any responsibility nor has there been a response from the mortgage company. Fire damage occurred in March 2001.

A low quote of $5,587 for demolition was received from G&G Hauling and Excavating Inc.

Thursday, city planner Jeff Noffsinger presented the item, saying the city could put a sewage lien on the property to recoup the money spent for demolition.

Such a lien would be second in line after the mortgage.

Noffsinger also said there are enough funds in the unsafe building account to pay for the demolition.

The Festival of Lakes will return to Warsaw's downtown this summer, according to Warsaw Community Development Corp. executive director Carmen Lock.

She attended the Warsaw Board of Works meeting Thursday requesting various, as yet unspecified, streets be closed during the WCDC-sponsored event.

Dates for the festival are set for June 20 and 21 and the Downtown Car Show for July 19.

The board approved the request.

The latest fund payment request for Indiana Construction Corp./Corporate Construction Inc. was $1.2 million for work at the second wastewater treatment plant, and was approved by the Warsaw Board of Works.

Other approved payments were: $139,298 to the escrow account at Star Financial Bank; $27,344 to Jones & Henry Engineers; and $1,885 in 2002 fourth-quarter trust fees to Lake City Bank.

In other business, the board:

• Selected Kelcon LLC to construct the McKinley Street extension from Durbin Street to Winona Avenue.

Approval and notice to proceed were given pending receipt of Kelcon's contract and performance and payment bond. The work should be done by June 15.

• Approved a change order request by Camden Construction for construction of an additional 16-foot bridge across a ditch in the Lake City Greenway's Beyer Farm route.

According to Noffsinger, the bridge was not in construction specifications. Labor costs of $1,929 will be taken from the donation account.

• Approved a contract with M.K. Betts Engineering for various repairs at the wastewater treatment facility in Boggs Industrial Park.

• Approved an ordinance for the city to accept Commerce Drive and Access Drive as city streets.

• Approved a $4,000 grant application filed by the police department for Operation Pullover Big City/County Seat Belt Enforcement 2003-04.

• Noted the city's Community Quiz Bowl team members as: Mayor Ernie Wiggins, Noffsinger, Mike Wilson, Sarah LeCount and Jennifer Whitaker. The event is planned for March 11, a fund-raiser for the Warsaw Community Foundation for Public Education Inc.

• Tabled an operating permit for Fast Cabs Inc. until the Feb. 21 meeting. The $200 fee was submitted with the application and the vehicles have received their safety check, according to city attorney Mike Valentine. However, Valentine was concerned about the $100,000 liability insurance policy certificate, saying the amount should be considerably higher.
