City OKs Funding For Portion Of Greenway

The city of Warsaw will contribute funds toward the Lake City Greenway project, in a move approved by the city council Monday.

City planner Jeff Noffsinger received permission to transfer $7,500 from a city account to a professional services account to cover expenses for Ken Herceg and Associates related to Greenway services. Those services include revisions to the original plan, erosion control and splitting the project into two separate aspects.

"Are you completely out of other money?" asked councilman Jerry Patterson.

Noffsinger said so far, grants and donations have exceeded $1.5 million, "not including anything from the city."

"In lieu of the community (contributing more), ... I think it might be time for the city to step up to the plate," Noffsinger said.

He said the grants and donations have been used for the project so far, and the project is out of money.

Greenway work on the west side of Warsaw is now under way, including the Zimmer Road portion and the renovation of the Chinworth Bridge, Noffsinger said.

Warsaw Mayor Ernie Wiggins said the Lake City Greenway originally received one grant from the state. However, to do the work more economically, Noffsinger wants to split the project into two for bids - the restoration of the bridge and the actual Greenway construction. Approval for this split is required from the Indiana Department of Transportation, and Herceg has been helping with that.

Patterson and fellow councilmen Bill Rhoades and Joe Thallemer expressed concern about the city contributing funds toward the Greenway project.

"As the project evolves, will you look to the city for more involvement?" Thallemer asked Noffsinger.

"I've asked Ernie to add it to next year's budget, but I don't think it's germane to talk about it tonight," Noffsinger said, noting that budget hearings are coming up.

The council also:

• Heard that Noffsinger will advertise for annexation of 26.18 acres northeast of Warsaw, on the east side of CR 250E, near Holiday Inn Express and Timber Ridge. The area is now zoned residential, and upon annexation is requested to become light industrial. City council attorney Mike Valentine said Kosciusko REMC plans to move into that area.

• Approved transfers of $214,000 from the police, street and building and planning departments to cover insurance costs. Wiggins said the 2004 city budget will have to include a 25 percent increase for insurance costs.
