City OKs 2009 Departmental Budget

Warsaw City Council Monday approved a departmental budget for 2009.

The general fund totals $11,716,608, and the total budget is $21,168,856.

Warsaw Mayor Ernie Wiggins said the deadline for submitting budgets to the Department of Local Government Finance is Dec. 1.[[In-content Ad]]Wiggins said the council does not know what the assessed valuation rate will be and could still reduce the departmental budgets.

"We have no idea what the assessed valuation will be. It's difficult to make budgeting decisions when you have no idea what the rate is going to be," councilman Joe Thallemer said.

"We may have to make budget cuts at some point and it's important to not lose sight of that," Thallemer said.

Wiggins said the council will review non-profit budgets in December.

The council also approved 2009 salaries for elected officials, including a mayor's yearly salary of $60,516 and clerk-treasurer salary at $51,482.

Also during the meeting, Warsaw Street Department employees Bob Gonzalez, Jordan Rice and John Ogden received a plaque for placing second in Purdue University's Local Technical Assistance Program.

Richard Domonkos, program training specialist, said Purdue has a transportation center at the university that works with governments in cities and towns.

The street employees attended a Purdue University's Transportation Expo Sept. 10-11 at the Indiana State Fairgrounds.

They competed with 20 other participants in a snow plow rodeo, operating a single axle plow, tandem axle snow plow and front end loader in an obstacle course.

Clerk-Treasurer Elaine Call informed the council the bonds have been sold for $1.1 million to purchase a fire truck for Warsaw Fire Department. She said the interest rate for the bonds are 4.25 percent and funds should be received Dec. 2.

"With the financial uncertainty, I was pleasantly surprised the bonds sold at the interest rate they did," Wiggins said.

Also during the meeting, Warsaw resident Jerry Frush said he has been seeing city employees driving around town not wearing seat belts.

Frush also addressed his concern during a previous council meeting.

"I delivered the message to our department heads, and I also take this seriously," Wiggins said.

In other business, the council:

n Approved continuing a 10-year tax abatement for real and personal property for Danco Anodizing, 2450 Deelyn Rd.

The business is currently in its first year of a 10-year abatement and have hired eight new employees and spent $2 million in manufacturing equipment and real estate improvements.

The company estimates adding 14 new employees and $3.5 million in new manufacturing equipment and real estate improvements, according to planning information.

n Approved transferring $30,000 from street salaries to street operating supplies.

n Approved a Warsaw Fire Department activity report with 128 responses in October.
