City Eyes Annexation Ordinance, Approves Tax Abatements

Warsaw City Council Monday reviewed an annexation fiscal plan and ordinance for voluntary annexation of property.

Petitioners James and Nancy Miner proposed property north of Symmetry Medical on Ind. 15N be annexed to allow them to build a new home.[[In-content Ad]]The council, at its June 2 meeting, previously reviewed the request. A public hearing was Monday night.

City Planner Jeremy Skinner said the council must wait 14 days after the public hearing to approve the ordinance.

In other business, the council approved on first reading a traffic ordinance to eliminate on-street parking along the east and west side of Logan Street from Eagle Street south to Rozella Road.

The council will need to pass the ordinance on second reading at its July 21 meeting.

Warsaw Traffic and Safety Commission approved, at its June 5 meeting, the commission submitting the ordinance to the council for approval.

There were problems with vehicles parked along Logan Street during sporting events at the high school. Vehicles got stuck and had to be towed out, Mayor Ernie Wiggins said.

The ordinance also approved includes parking spaces on the east and west side of High Street north of Market Street south of the first east/west alley be included in two-hour parking for downtown.

The council also approved an amendment to the 2008 salary ordinance to combine the Ind. 15 crossing guard and parking patrol position at a rate of $1,320.25 bi-weekly.

"By combining the two positions the city will save $828.78 in 2008 and $1,867.16 in 2009," according to Warsaw Police Chief Perry Hunter.

The council also approved salary rates for an administration assistant for the building and planning department at $14.74 an hour; wastewater department systems coordinator at $15 an hour, assistant utility manager at $2,000 bi-weekly and assistant maintenance supervisor at $17.72 an hour.

Board of Public Works and Safety will need to approve the salaries.

In other business the council discussed and approved several tax abatements.

"I think we need representatives of companies to attend meetings when requesting tax abatement in case we have questions," said City Councilman Joe Thallemer.

"Tax abatements are wonderful tools, but sometimes I feel we need more information to help us make decisions to make sure we know what is happening instead of what we think is happening," Thallemer said.

Tax abatement approved included:

n Continuing a 10-year tax abatement on real and personal property for Zimmer Production Inc.

n Continuing a 10-year tax abatement on real and personal property for Zimmer USA Inc.

n A tax abatement for Symmetry Medical USA , Inc. for another year on real and personal property.

n Continuing a 10-year tax abatement on personal property for Dalton Corporation.

n Continuing a 10-year tax abatement for Othy Inc. for real property improvements and new manufacturing equipment.
