City, County Enter 911 Service Agreement

An agreement with the city of Warsaw for 911 service was approved by the county commissioners Tuesday. The cost will remain the same as last year for the county except for a 1 percent increase, which will not affect customer rates.
"Since its inception in '88, we haven't raised our rates and everyone else has," said Human Resource Director Ron Robinson.
In other business, County Treasurer Stephanie Esenwein said after the Board of Finance reviewed all the bid proposals for the county's cash management system, it recommended the commissioners award it to Lake City Bank.
"I went over the proposals very carefully," Esenwein said.
She said it was only for two years and then the process will start over again. If the county is not happy with the system, it can be terminated with a 90-day written notice. She also said all bid proposals were comparable.
"They all have varying (interest) rates. Each one is a little different but are very comparable," she said.
Commissioner Eddie Creighton abstained and commissioners Brad Jackson and Avis Gunter approved the bid from LCB.
In highway matters, Engineer Rob Ladson reported that county bridges are rated excellent in the state. The Highway Extension and Research Project for Indiana Counties and Cities ranked Kosciusko third of 92 for having the highest average sufficiency rating (90.8), fifth of 92 for least number of bridges with sufficiency rating less than 50 (three), and first of 92 for having the least number of bridges which are deficient. The rankings were based on bridges around the state in 1996.
Ladson also told the commissioners that the drainage in Southwood subdivision has been upgraded and improved and the gravel roads have been paved. He proposed 12 stop signs for the subdivision because there are no controlled intersections. The commissioners approved unanimously.
Southwood is located south of Warsaw off Ind. 15.
The Southwood Homeowners' Association sent Ladson a letter commending the efforts of the highway department in the recent Southwood subdivision project.
The commissioners opened the bids for two new highway department trucks. The first bid was from Wise International, Fort Wayne, for $98,734. The second was from Norris Truck Service for $99,994. The bids will be sent back to the highway department for evaluation and Ladson will return to the commissioners with his recommendation at the next meeting.
The architectural firm of Schenkel Schultz, Fort Wayne, will provide the county commissioners with more confirming information on costs, a time schedule and design for a new jail.
Creighton said it was not a final decision, but the Schenkel Schultz firm was one of two finalists that had the best preliminary proposal.
The commissioners also approved the sheriff's contract for 1999 and approved naming Robinson as the county administrator.
