City Council To Discuss Making Dubois Drive One-Way

Dubois Drive may become a one-way street if approved by the Warsaw City Council at its meeting tonight.

The Warsaw Traffic Commission recommended Dubois Drive become a one-way street westbound between Parker Street and Provident Drive at its meeting Thursday. The commission also discussed making the street one way at its Oct. 5 meeting to avoid congestion problems at Dubois Drive and U.S. 30.

The topic was discussed as part of the Argonne Road, Center Street and Parker Street project.

Jeff Weaver, director of engineering services for U.S. Infrastructure, attended the meeting and commission members requested he resubmit design plans reflecting design changes suggested by the commission.

The project, according to commission members, would allow for using timing of signals more efficiently, provide three lanes at U.S. 30, which would move more traffic and provide better access to the BP Station and The Spectacle Shoppe Inc.

Commission members said making Dubois Drive one way would allow traffic on Park Avenue to flow freely and require traffic on U.S. 30 to wait longer. That would keep drivers from running red lights.

The changes to the design plan Weaver presented at Thursday's commission meeting included making Dubois Drive one way west from Parker Street to Provident Drive, providing three lanes for northbound traffic at Parker Street, including a right-hand through, left-hand through and through lane, and removing lane restrictions at the Parker Street entrance to the BP station.

Other changes include traffic control sign changes at Dubois and Provident drives and making Indiana Department of Transportation aware of the potential impact to U.S. 30 and Springhill Road.

The project will include softening the radius at the southeast corner of Argonne and Center Streets, pushing the curb line back on the southwest corner of Argonne and Center streets and a radius change for truck traffic on the northwest corner of Jefferson and Argonne streets.

The board approved releasing an amount not to exceed $10,000 for proposed changes to the Argonne Road and Parker Street project at its meeting Friday.

The ordinance and letter was submitted Friday to city council members in their council packet.

In the letter, Shuter states the current proximity of the Parker Street and Dubois Drive intersection creates multiple traffic conflicts.

According to Warsaw Police Department Lt. Kip Shuter, at peak times, traffic backs up and drivers become impatient, resulting in many traffic violations that also become a traffic safety issue.

Also in the area, drivers who refuse to leave or create openings obstruct business traffic and many vehicular movements are difficult to make.

"This change removes these conflicts and allows for direct access to these businesses, but most important is the improved safety and flow through this intersection," Shuter wrote in the letter.

Shuter said if the recommendation is approved, the city will take steps to prevent traffic from impacting residential areas to the south and measures may include additional signage and publishing suggested routes.
