City Council OKs Tax Abatement For Winona PVD

A business that focuses on chrome replacement technology now will have a facility for office and manufacturing space.

The Warsaw City Council approved a confirming resolution request for a 10-year tax abatement on real estate designated lot one within the West Hill Industrial Complex at its meeting Tuesday.

The abatement will allow a new 52,000-square-foot facility to be constructed to serve as office and manufacturing space for Winona PVD.

The council also approved a resolution allowing the area to be designated as an Economic Revitalization Area which will allow the applicant and future applicants to apply for tax abatements on real and personal property.

The industrial subdivision was annexed after the 1997 ERA resolution, requiring the city to declare the area as an ERA.

The council also approved a tax abatement on $3 million of personal property for manufacturing equipment the company will purchase during the expansion of the facilities.

Jim Walmer, representing Winona PVD Coating Inc. and West Hill Development LLC, presented the tax abatement request to the city council at its Dec. 4 meeting and attended Tuesday's meeting.

The council approved a declaratory resolution for the tax abatement request from Dan Robinson, representing Winona PVD Coating Inc. and West Hill Development LLC, at its Dec. 4 meeting.

Winona PVD has estimated the value of the proposed project to be $2.3 million and create an additional 18 jobs within the first year and 12 additional jobs over the next nine years, with total estimated salaries to be around $690,000.

The council also:

• Approved mayoral board appointments for 2007 and elected a council president.

Jerry Patterson was re-elected to serve as council president.

Tom Allen will replace Alan Clingan whose term expired on the Warsaw Plan Commission.

Jerry Patterson and Charlie Smith were reappointed to serve on the the Warsaw Board of Works and Public Safety.

Paul Grossnickle and Bob Sanders were reappointed to the Aviation Board and Ellen Hoffer was reappointed as secretary of the Oakwood Cemetery Board of Regents.

Traffic Commission members remain unchanged for 2007, but Mayor Ernie Wiggins said he would like to add one more council representative. Council members George Clemens and Bill Rhoades currently serve as council representatives on the traffic commission.

• Approved a resolution transferring $12,000 from the city's cumulative capital improvement fund to the general fund.

• Approved a resolution for investments and electronic fund transfers authorizing the city's clerk-treasurer to transact the city's business with a financial institution through the use of electronic funds transfers.

The transactions will include investments, bond and coupon payments, payroll transactions, payment of federal and state taxes and other payments or receipts that need to be made. The clerk-treasurer also is authorized to invest all city funds.

City councilman Jeff Grose informed council members during the meeting this week is the last week for deer reduction efforts in Warsaw. The deer reduction effort end Friday and effort will be reported to the city council in March.

Grose said 15 deer have been taken in the reduction zones by 15 hunters since Dec. 18.

The city council will meet again Jan. 16 at 7 p.m. on the third floor of the courthouse to discuss the Menards rezoning proposal. [[In-content Ad]]
