City Council Approves Lease Rental Revenue Bonds

The resolution passed six to zero. Councilwoman Elaine Call was absent.
Mike Klondaris, councilman, made a motion to approve the ordinance, seconded by Councilwoman Cindy Dobbins.
The agreement between the city and commission is for the issuance of lease rental revenue bonds by the Redevelopment Commission not to exceed $220,000.
The bonds are for infrastructure improvements to North Buffalo Street, East Canal Street and the extension of Indiana Street through the intersection with East Canal Street so that it loops into the present end of North Buffalo Street.
It will consist of the construction or reconstruction of roadway, curb, sidewalks, lighting, streetscape and sanitary/storm infrastructure improvements throughout the corridor. There will be reconstruction of alleys and sanitary and storm infrastructure improvements needed to accommodate the proposed mixed use high-density residential development project.
The council on second reading approved establishing the Warsaw Redevelopment Authority. The council previously approved the authority on first reading at its May 6 meeting.
The board of three appointed members may assist the Warsaw Redevelopment Commission in undertaking local public improvements, such as the Buffalo Street reconstruction project.
The council reviewed an alley vacation request from 1st Source Bank for lots 284 and 285 in Hood and Britton Addition, and an alley vacation request from David and Linda Fulton for lots 477 and 478 of Hood and Britton Addition for the alley running from the right of way of Lake Street to the shoreline of Center Lake.
A public hearing and vacation ordinance will be reviewed by the council during its May 4 meeting.
The council also approved
• An ordinance for an additional appropriation totaling $545,000 from the aviation depreciation fund into capital outlays and rainy day fund into capital outlays.
The city will purchase property east of Warsaw Municipal Airport, and the fund transfers will allow for funds to lower power lines in the area.
• An ordinance that adds a no-parking zone on the east side of Colfax Street north of Center Street where multiple conflicts are occurring due to vehicles parked on both sides of Colfax Street. This was based on a recommendation from Warsaw Traffic Safety Commission.
One-way stop signs will be placed at the northeast corner of the intersection of Glad Street and Husky Trail; at the southeast corner of the intersection of Glad Street and Flora Avenue; and at the northeast corner of the intersection of Flora and Marion Avenues.
There will be a two-way stop sign placed at the northeast and southwest corner of the intersection of Husky Trial and Mariners Drive. A no-parking zone will be placed on the east side of Colfax Stret for 120 feet north of Center Street.
Nate Bosch, Center for Lakes and Streams at Grace College director, attended the meeting and provided an update on the Warsaw Chemical chemical spill that occurred Feb. 6. He said the organization hosted a group of community leaders Feb. 14 and April 1 to discuss action steps.
Short-term solutions include business and community education, pre-planning for similar events, identifying best management practices and learning from other communities.[[In-content Ad]]
