City Council Approves Continuing Tax Abatements

City Councilman Jeff Grose said he found the city approving the tax abatements to be encouraging.
“I find it encouraging that these multi-billion dollar companies have been here, are staying here and that tax abatements are a way to encourage companies to continue to stay here,” Grose said.
Jeremy Skinner, Warsaw city planner, provided a presentation on what a tax abatement is and how it is used as an economic development tool.
A tax abatement allows for the abatement or reduction in real and personal property taxes over a set period of time. It allows existing businesses to phase in the true cost of a project over an approved time period.
The amount of reduction and time period of that reduction is approved by the city council.
An applicant can request a tax abatement for real and or personal property.
Real property is any improvements to the building or real estate; and personal property can include manufacturing equipment, logistics and distribution equipment and information technology equipment.
A tax abatement can be approved for up to 10 years.
During Monday’s meeting, the council approved continuing 10-year tax abatements each for Symmetry Medical on real and personal property for another year. The original tax abatements were granted in 2004 and 2005.
The council also approved continuing five tax abatements including a 10-year tax abatement each for Zimmer Production Inc., Zimmer US Inc., Zimmer Inc. at 345 Main St., Zimmer Inc. at 210 N. Buffalo St., and Zimmer Inc. at 1535 and 1777 W. Center St.
The council approved continuing a 10-year tax abatement for Martin’s Super Markets Inc. at 1150 Husky Trail on real property.
The council approved continuing a 10-year tax abatement for Dalton Corp. at 1900 E. Jefferson St.
The council approved continuing a tax abatement for Flexaust Company Inc. at 1510 Armstrong Road from 2006.
The council approved continuing a tax abatement from Flexaust Company Inc. from 2011 at 1510 Armstrong Road.
The council approved continuing a tax abatement from 2011 for Flexaust Company Inc. at 602 Leiter Drive.
The council approved continuing a six-year tax abatement for Wildman Uniform R & B Investors at 800 S. Buffalo St.
The council approved continuing 10-year tax abatements for West Hill Development LLC at 1180 Polk Drive and Winona PVD Coatings LLC.
The council approved tax abatement continuations for Whimet Inc. from 2002 and a tax abatement from 2009.
The council approved continuation of a tax abatement from 2005 from Echelon Group for tax abatement on real property at 100 W. Market St.
In other business, the council approved an ordinance permitting the use of credit cards.
The clerk-treasurer or department head is responsible for safekeeping of the credit cards and purchasing cards. The clerk-treasurer or department head must maintain a usage log for each card identified by card account number.
In other business, city councilwoman Cindy Dobbins said there was a good turnout at Saturday’s farmers market. The grand opening for the market that is downtown Warsaw is Saturdays from 8 a.m. to noon.
Warsaw Mayor Joe Thallemer said the city will adopt the strategic plan at its next council meeting.
Thallemer asked council members to review the plan and find two areas in which they would be interested in being involved in for the strategic plan.
Councilman Mike Klondaris asked for an update on the new city hall.
Skinner said drywall is being put up on the north side of the building as well as in the new council chamber, lobby and sewage collection office.
