City Approves Annexation Resolution for Possible YMCA Location

The city will need to approve an ordinance for the annexation in January, and Warsaw Plan Commission still needs to approve a development plan.
The 36.26 acres of property is north of Mariner Drive, and owned by Smor Group LLC.
City Planner Jeremy Skinner said the YMCA has expressed interest in purchasing the property, but has not yet purchased it.
Skinner said the property needs to be annexed into the city before the YMCA can purchase it.
Also during the meeting, the city approved an ordinance for improvements and extensions to the sewage works.
The project will be financed by a bond not to exceed $4.7 million.
The bond sale is scheduled for Dec. 13, and the bond sale will close the end of this year.
Warsaw Mayor Ernie Wiggins informed the council newly elected officials will be sworn in at the Dec. 19 council meeting by Judge Rex Reed.
The council also reviewed an updated personnel policy handbook presented by Jennifer Whitaker, human resources director.
The changes will need to be put in ordinance form for the city to approve at its Dec. 19 meeting.
Changes include the city prohibits texting and driving; a social media policy that addresses social networking and the expectations of being responsible; and personal cell phone language for if and when an employee is awarded an allowance.
Other updates are added language that the city is a zero tolerance employer for drug testing, and family medical leave language incorporating the latest revisions to the military leave provisions.
Part-time employees would not be eligible for holiday pay, and a police officer working on a holiday would have the choice of taking another day within the pay period the holiday fell or receive pay in addition to the holiday pay.
