Chamber President Requests $10K Budget Appropriation For Alley Improvements For Facade Grant Program

Warsaw-Kosciusko County Chamber of Commerce President Mark Dobson requested a $10,000 appropriation from the city to be used for alley improvements for the city’s facade grant program.
Dobson made the request during Tuesday night’s Warsaw City Council meeting.
The purpose of the facade improvement matching grant program is to stimulate efforts to improve the street appearance of downtown Warsaw’s commercial and business facades.
The program has been funded by Warsaw and will be administered by Warsaw Community Development Corp.
WCDC originally requested $25,000 for its facade grants program and is requesting an additional $10,000 to be used specifically for the alley improvements for the facade program.
The council agreed to look at a funding source for the alley improvements and where to appropriate the money from.
Charlie Smith, councilman, said he supported funding the $10,000 and said places like Carmel have used its facade program to make alley improvements that make its community look nice.
In other business, the council reviewed 2014 non-profit budget requests.
The council discussed a request by City-County Athletic Complex for $31,000 in 2014. The CCAC received $25,000 last year from the city.
Council President Diane Quance said she had concerns with increasing the city’s contribution to the CCAC by $6,000 next year.
Jerry Frush, councilman, said he would support a financial increase for the CCAC but was not sure if $6,000 was the appropriate amount.
Frush said the council in previous years had discussed if the CCAC should be self supported.
Cindy Dobbins, council woman, said she wants to support the CCAC because it brings people to the area.
Smith said the CCAC is an extension of the parks system.
He said the CCAC provides good opportunities for visitors and the community and he supported the funding increase.
Elaine Call, councilwoman, said she supported the funding request and said the CCAC brings revenue into the community by tournament participants  who visit hotels, restaurants and gas stations.
Grose said he supported the $6,000 increase for the CCAC.
The salary ordinance must be adopted by Nov. 1 and a public hearing on the budget is Sept. 16, with the adoption hearing Oct. 21.
