Groups wanting to rent Central Park and Central Park Plaza will face higher rental fees if proposed changes are approved by the Warsaw City Council.

"We are proposing the rental fees for Central Park be raised to $1,000 for each event and the rental fee for the plaza to go up to $100," said Parks Superintendent Jon Garber.

Other changes in park rental policy will be that groups will be responsible for providing liability insurance and for providing their own security arrangements through the Warsaw Police Department.

Board president Don Clemens said he supports the policy changes but wants the rental agreement and policy information packets to be separated between large and small events, with any event expecting more than 500 participants being classified as large.

"We need to separate all the forms out between large and small events," he said. "That way people won't be overwhelmed by more than they need to know."

In other business, the board approved a request by the Salvation Army to use a large evergreen tree near the intersection of Detroit and Fort Wayne streets for their annual "Tree of Life" fund-raising campaign. Under the approval, the parks department will be responsible for putting the lights in the tree and the Salvation Army will supply the lights.

The board also approved the application for a National Recreational Trails Funding Act Program grant for the development of a bike trail connecting the city's parks. According to Garber, the plan also calls for working with Kosciusko Community Hospital and tying into the bike trail system being developed on the KCH campus.

"Our plans are to tie into their (KCH's) system," Garber said. "And the big picture is to connect the city's park and lake systems together with the trails."

City Planner Jeff Noffsinger, who is drafting the grant request, said firm figures are not available yet because the cost of developing the trails is not yet completed, but he expects the grant request to be approximately $100,000.

"We're still in the process of determining exactly where the trail will go. It looks like we may have to go over some wetlands, and that will mean additional costs," he said.

He added that a determination on the awarding of the grant will be done in January. [[In-content Ad]]
