Center Lake Pavilion Damage Deposit Fee Increases

Warsaw Park Board Tuesday approved a $525 increase for a damage deposit fee for all events when alcohol is involved. Total rental fee will be $750.[[In-content Ad]]Those who rent the pavilion when alcohol is not involved will still pay a $225 damage deposit fee.
The deposit fee will be returned if the pavilion isn't damage.
The park department rental agreement previously stated a damage deposit for all events at the pavilion was $225.
The board also approved other rental policy changes, including people who rent the pavilion will be required to have an alcohol permit when alcohol is at the pavilion. An off-duty officer will need to be hired by the renter when alcohol is present.
Park Board President Bill Baldwin suggested Warsaw Police Chief Perry Hunter determine the ratio of off-duty officers needed to patrol during events when alcohol is present.
Another requirement is that renters must get pre-approval from Park Director Larry Plummer and Park Superintendent Jon Garber before using sound and lighting systems at all park buildings.
The board tabled a suggestion for people to be required to provide proof of insurance before being allowed to rent the pavilion. Board members will talk with insurance agents to determine the amount of insurance needed.
Park board members first discussed alcohol in the pavilion at its April 15 meeting when members were informed extensive damage was done to the pavilion during a birthday party in March. The board proposed a lawsuit on the group, but the group paid for the damages, so the lawsuit was dropped.
The public was invited during the board's May 20 meeting to voice their opinions on alcohol at Center Lake Pavilion. Approximately 10 people attended the meeting to discuss their opinions regarding allowing or prohibiting alcohol inside the pavilion.
City attorney Mike Valentine said he will draft a new rental agreement with the new pavilion rental policy requirements the board approved.
"I think these policies are a step in the right direction," Baldwin said.
In other business, Warsaw City Councilman Kyle Babcock expressed his concern with an organized soccer league match he saw Sunday at Central Park.
"My concern was that there were goals up and cleats that could ruin the parks' grass. It wasn't just a couple of kids kicking around a soccer ball," Babcock said.
He wondered what the policy was on people being allowed to play organized sports at the park. He suggested sports could be played at Kelly Park or the City-County Athletic Complex.
The board will review the issue at its next meeting.
