PIERCETON – Kosciusko County Plan Commission Director Dan Richard appeared before Pierceton Council Monday asking for the first of two actions on the town’s north industrial park along Pequignot Drive.
The first request, on behalf of the Bowen Center, was the rezoning of seven acres in Matchett Industrial Park from light industrial to commercial. Richard noted the Area Plan Commission unanimously recommended the change and the item is on the Board of Zoning Appeals agenda. The Bowen Center plans to build an in-patient center here, which requires commercial zoning.
The property under consideration is east of Ind. 13 on the north side of Pequignot Drive, beside Philip McClure’s KCI building.
McClure said the use would be a good fit for the area and that he endorsed the request.
Council members Mandy Espinoza, Ron Hall and Jim Bumbaugh approved the request.
The Bowen Center’s corporate office is in Warsaw. The company provides behavioral health care services at 10 locations in northeast Indiana, including in-patient offices in Warsaw and Syracuse and one in Columbia City.
For the other side of the industrial park, a Chester Inc. representative requested from the board a 10 year tax abatement for 13 acres behind Paragon Medical for Chester’s Pierceton123 LLC.
He said the abatement for real property improvements would cover construction of a 20,000-square-foot building with a value of about $1.5 million, which will be leased on a longterm basis to NIPSCO. About 25 people will work  during construction with an estimated income of $30 per hour.
When NIPSCO employees occupy the building, 40 engineers and linemen will work out of the building.
A public hearing to read the tax abatement is scheduled for next month.
Chester Inc. is based in Valparaiso and has a construction branch, computer and network services and builds grain and irrigation systems. The Pierceton facility will be for the assembly and installation of electrical utility poles and natural gas pipelines.
Town marshal Tim Sammons gave a brief report saying he is talking with residents about apparently abandoned vehicles. He said he recently gave a presentation about drugs and non-violence at Whitko schools.
Fire Chief Matt Brubaker said the recent fish fry went well, with average attendance.
The board reviewed Paragon Medical’s annual tax abatement compliance report.
Town manager Chip Hill said the sewer project has started and is expected to be complete in the fall.
The next meeting is June 8 at 6:30 p.m. in town hall.[[In-content Ad]]

Individual Retirement Accounts (IRAs) are for people over the age of 70.5 years old. Unlike other distributions, which are taxed at ordinary income tax rates, Qualified Charitable Distributions (QCDs) allow for a tax-free distribution from an IRA, provided that the distribution goes directly to a qualified charity.
