Building Project Gets Nod From Finance Department

Warsaw Schools received a favorable recommendation on its elementary school building project from the Department of Local Government Finance.

Jamie Lake, with KovertHawkins Architects, Jeffersonville, reported to the school board Monday on the meeting with the Department that was held Aug. 16. The hearing was a "major hurdle" in the building project process, he said.

Meetings with the Department of Local Government Finance are tense to say the least, Lake said, but he felt proud to be a part of the presentation for Warsaw Community Schools. He said Warsaw's presentation was well-prepared and excellent.

"I thought you were well represented," Lake said, "that's why you received a favorable recommendation from the DLGF."

Now Warsaw Schools must wait for the order for official approval of the project before moving forward. The meeting puts Warsaw Schools at the halfway mark of the building project process.

On May 21, the school board approved moving forward with Step 1 of Option A. Step 1 includes replacing Leesburg Elementary with a new four-section school for $16 million; expanding and renovating Claypool and Jefferson schools for $10 million each; and replacing Madison with a new four-section school for $16 million. The total bond issue for Step 1 is $65 million. Total cost for Option A is approximately $100 million. The other two steps, if approved, include addressing the facility needs of other elementary schools and two middle schools in the school corporation.

During the 2003-04 school year, the school board decided to close three elementary schools - Silver Lake, Claypool and Atwood - which contributed to the current overcrowding problem.

Warsaw's meeting with the Department of Local Government Finance originally was scheduled for July, but the state cancelled that meeting, which Lake said put Warsaw slightly behind schedule. While waiting for official approval, Lake said KovertHawkins will continue to design the school buildings and move forward as possible.

Approval for the project can take up to six months. For every month the building project isn't approved, Superintendent Dr. Robert Haworth said it will cost them $200,000. He said they are trying to apply some pressure on getting the approval.

In other business, the Warsaw School Board:

n Approved the 2008 Warsaw Schools budget to be advertised in the newspaper twice. The budget will be published Friday and Aug. 31. The hearing for the budget will be Sept. 4.

n Heard from Haworth that an Associated Press story reported the Lincoln School neighborhood area is in the worst 10 percent of Indiana for pollution. He said they are looking into where the AP received its information.

n Approved a $1,500 donation to Warsaw Community High School from Johnson & Johnson Family of Companies Contribution Fund for the 2007 School Nurse Fellowship Program implementation grant.

n Appointed Warsaw teacher Sandra Carmichael to the Warsaw Community Public Library board.

n Appointed Dennis Hoff to the Indiana Cooperative Library Services Authority Board for another three-year term.

n Approved personnel recommendations, including the resignation of: Ben Tonagel, third-grade teacher, Leesburg; Meredith Robertson, Title I teacher, Leesburg; Dana Kreamer, first-grade teacher, Jefferson; Ann VanDuyne, fifth-grade teacher, Washington Elementary, Cynthia Thomas, fifth-grade teacher, Madison; Ben Schroeder, social studies teacher, Edgewood Middle School; Krista Zartman, English/speech teacher and speech coach, Warsaw Community High School, and English as a second language teacher at the Alternative Learning Center.

Jump Start also was held for students in grades 3-9. Focus was on ISTEP preparation.

n Heard a report on the summer meal program from Marci Franks. More than 10,000 students were served meals during the summer.

n Approved a Non-English Speaking Program Grant.
