BOW Swears In WPD Officer, Promotes 3

Warsaw Police Department officer Jordan Foreman was sworn in during Friday’s Warsaw Board of Public Works and Safety meeting.
The board also approved WPD police corporal promotions including Jaime De la Fuente, Doug Light and Ronald Nethaway.
De la Fuente, Light and Nethaway are being promoted to the corporal rank at the police department. All are current police officers.
De la Fuente’s bi-weekly salary is $1,717.92; Light’s salary is $1,962.15; and Nethaway’s salary is $1,750.48.
De la Fuente and Nethaway previously served as patrolmen.
In addition to serving as a corporal, Light will continue to serve as a school resource and DARE officer.
The board also approved Warsaw Police Department records clerk Kim Arnold to serve in the building and planning department administration assistant position. She will serve as a recording secretary.
Arnold replaces Connie Bowman, who is retiring after eight years of serving as the department’s administrative assistant. Arnold’s salary as the assistant is $17 per hour.
The board approved a salary for the Warsaw Police Department records clerk position vacated by Arnold at an amount not to exceed $15.71 an hour.
Jennifer Whitaker, Warsaw human resources director, said the city plans to have the records clerk positioned filled by the end of this year.
The board approved a salary for an unnamed firefighter at $1,580.47 bi-weekly. The fire department hire will replace Terry Himes, who will retire in 2013.
The board also approved  a six-month review for Tim Ihnen as a parks department laborer.
The board approved Warsaw Police Department entering into a Taser Assurance Plan that assists law enforcement agencies with expenses related to stun gun equipment repairs and upgrades.
The plan is a complete warranty program that provides no-cost repairs and free replacements in five-year cycles. The plan will allow WPD to trade non-functioning and non-warranty stun guns for new ones.
The police department will initiate replacement of six to seven units per year over the next five years, according to Scott Whitaker, WPD chief The cost per unit will be $1,175 with an annual $199 maintenance cost.[[In-content Ad]]The board approved a $206,538.45 payment to Harold McComb & Son for work done on the new city hall.
The board approved taxi cab permit renewals for David and Holly Cesaretti doing business as AA Taxi and Fast Cab Inc.
The board approved an agreement between WPD and ordained minister Layne Sumner at no cost to Warsaw.
Sumner will provide WPD employees with spiritual guidance and counseling. As the police chaplain, Sumner also will render aid and support in times of emergency or loss in the community.
The board approved a $5,000 2013 contract between the city and KEMRAD for special event traffic control.
The traffic control is for parades, the Kosciusko County Fair, Warsaw Community High School home basketball and football games as well as graduation, foot races and power failures and natural disasters.
The board also approved a 2013 contract with Pro Air Midwest for equipment service on dive team air tanks.
The board approved take-home vehicles for Warsaw Mayor Joe Thallemer, cemetery sexton Hal Heagy, Warsaw Parks Department employees Larry Plummer and Shaun Gardner; Public Works employees Lacy Francis, David Tackett and Randy Ingle; and Warsaw Wastewater employees Brian Davison and Larry Hyden.
A contract for a parking facility lease was approved with Larry Polk.
Warsaw City Planner Jeremy Skinner said the new city hall will be moved into Dec. 17 and 18.
Thallemer said the Dec. 17 city council meeting will be at the existing city hall on Market Street. Plans are for the Jan. 7 city council meeting to be in the new city hall on Buffalo Street.
