BOW Reviews Bids, Argonne Road Left Turn

The board approved awarding a bid to American Fire Training Systems Inc., Lockport, Ill., for the building.
The approval is subject to city attorney Mike Valentine reviewing and approving building specifications.[[In-content Ad]]The facility will be used by fire departments for live fire training and technical and confined space rescue, according to Warsaw Fire Chief Mike Rice.
The facility will be located at the Wastewater Treatment Plant and be used by Kosciusko, Elkhart, St. Joe, Fulton and Marshall counties' fire departments.
The bid the city received to build the facility was for $199,944.97. Rice said there were nine other companies that picked up specifications to build the facility, but only one company bided on the project.
Rice said the department has secured $197,000 in grants, and will seek approval to pay for the remaining cost from its WFD 2009 budget, pending approval.
The board will take the bids under advisement.
The board also approved for Warsaw Police Department to apply for grant funds from Kosciusko Coalition On Drug Education.
The department is seeking funds in the following categories: prevention and education, $8,000 for WPD Dare materials and education; law enforcement, $2,800 for WPD patrol division for portable breath test instruments; and law enforcement, $5,000 for Kosciusko Gang Task Force administered by WPD Officer Mike Cox.
The board approved for WPD to lease a Harley Davidson motorcycle from Harley Davidson Of Valparaiso for $2,000 a year for road patrol.
In other business, the board approved a request from Warsaw Traffic Administrator Kip Shuter for a temporary westbound left-turn prohibition at Center Street and Argonne Road to be placed and signed when the construction phase change occurs.
The project manager and engineers for the Argonne Road and Parker Street re-alignment project requested to prohibit a left turn onto Argonne Road from westbound Center Street when the construction moves to phase two on the north side of Center Street.
To move the greatest amount of traffic, the project manager requested that the left turn be prohibited to allow for east- and westbound traffic to flow at the same time.
Motorists wanting to go south on Argonne Road will be routed to McKinley Street where a left turn lane exists on Center Street.
