BOW OKs WPD Participation In Electronic Citation, Ticket Program

Warsaw Police Department officers will be able to electronically prepare citation and warning tickets from their law enforcement vehicles.

Warsaw Board of Public Works and Safety Friday approved WPD entering into a memorandum of understanding for the program that will allow the department to electronically administer citation and warning tickets.[[In-content Ad]]The program, called an electronic citation and warning system, is administered by the Indiana Supreme Court's Division of State Court Administration Judicial Technology and Automation Committee.

The state received grant funding from the committee to develop electronic citation and warning system software for Indiana law enforcement to use during traffic stops.

The program allows officers to have scanners and printers in their cars to print traffic citations and warning tickets. It allows officers to electronically record citation information, eliminating the need for manual data entry. The program allows officers to use a scanner to read drivers' licenses and vehicle registrations.

The program reduces administrative work and increases safety of drivers by quickly identifying dangerous drivers, according to Lt. Kip Shuter.

Once the program is implemented, officers will be able to scan an offender's license and vehicle registration and complete a normal traffic stop in significantly less time than it currently takes, Shuter said.

A citation will be generated by the system with the driver's information automatically entered.

The electronic information recorded by the officer will be transmitted to courts and the Bureau of Motor Vehicles in later phases of the project.

Shuter said WPD needs to obtain the equipment, and officers will begin training on the equipment in February. Plans are for the equipment to be implemented in law enforcement vehicles by the end of February or beginning of March.

In other business, the board approved the Warsaw building and planning department applying for a grant application to Kosciusko County Convention and Visitors Bureau for the Destination Kosciusko County Grant.

The grant will enable the Lake City Greenway to complete another link of the trail system with Phase II of the Beyer Farm Trail. The link will connect the completed Phase I of the Beyer Farm Trail from Pike Lake and the Kosciusko Community Hospital campus to Lindberg Drive.

The board also:

- Approved a $360 contract between the street department and Ace Pest Control for extermination services for the department's locker area and office cabinets.

- Approved a $42,978.80 contract between the Waste Water Treatment Utility facility and Craig Welding & Manufacturing Inc. for replacing grating and frame work at treatment plant one.

- Approved a request from the WPD for release of title to release the title to Mike Gill Auto & Truck Parts Inc. for a 2002 Ford Crown Victoria Police Interceptor.

- Approved a release of bond between the planning department and Indiana Fiber Network to release a permit bond for the fiber optic line that was run from East Prairie Street to Argonne Road.

- Approved a request from the parks department to apply for a grant from the Kosciusko Convention and Visitors Bureau Tourism Promotion Fund for funds to support advertising the Classic Rock Concert.

- Approved a request from the parks department to apply for a grant from the Kosciusko 21st Century Foundation for funds to support skate ramps at the Warsaw Parks and Recreation Department's Mantis Skate Park.

- Approved taxi cab permits for Fast Cab Inc. and Triple A Taxi.
