BOW Approves Rescue Truck, East Main St. Project Bid

The approvals began with the board accepting a bid of $580,802 from Marion Body Works Inc. for a new rescue truck as requested by the Warsaw-Wayne Fire Territory. The cost includes a change order of $2,400 to increase the rear seat from 19 to 22 inches and also upgrade to Dura Wear upholstery instead of vinyl.
Michael Brubaker, former chief and apparatus equipment chair for the Territory, told the board bids for the truck were opened about a month ago and they had been working on them for almost a year.
“I think we have a very good proposal here for you,” he said.
Three bids were submitted for the truck, with the other two being $592,170 from SVI and $645,848 from Rescue 1. Brubaker said Marion Body Works’ bid was the “cheapest and most responsive.”
Delivery of the rescue truck will take about 11 months.
The Board of Works then was asked to award the bid for the East Main Street sanitary sewer improvement project to Atlas Excavating Inc. for $533,113. Atlas was the sole bidder on the project, and the board accepted its bid.
Utility Manager Brian Davison said the bid was about $120,000 under the engineer’s estimate.
He said this project was from the railroad tracks east about 2-1/2 blocks. A single sewer main will be put down the middle of the road instead of one on each side and all the homes will be tied into it, making it easier to maintain. The current lines are in pretty rough shape now, Davison reported.
In other business, the Board of Works:
• Approved the Wastewater Utility Department purchasing a 2016 Volvo L70H Wheel Loader for $150,875 from Rudd Equipment Co. Delivery should be around July 4.
• Approved the Public Works Department to purchase a Volvo L90H Loader for $182,362 from Rudd Equipment Co. Delivery time will be about 90 days.
• Approved a claim of $11,332.11 from VS Engineering Inc., Indianapolis, for the design of East Market Street phase two. This continues the preliminary design work on the remaining portion of Market Street.
A reimbursement voucher will be sent to the Indiana Department of Transportation for 80 percent of the invoice total since this is a state grant project.
• Approved a pay request for $11,994.30 for A&Z Engineering LLC, Fort Wayne, for engineering services on the Husky Trail project.
• Accepted a $4,000 six-month grant from the K21 Health Foundation for the Warsaw Police Department DARE program.
• Approved a software support and annual agreement with Technical Difference, Bonsall, Calif., for $1,200.19 as requested by the City of Warsaw Human Resources Department.
• Approved an annual maintenance agreement with Thermal Equipment Sales Inc. for $4,500 for the heating and cooling systems at city hall.
• Approved an agreement with Waggoner-Irwin-Scheele for an estimated $15,000 to provide a review of the city’s current job descriptions. A complete audit was last conducted in 2004 by an outside source.
The firm will work with human resources and department heads to review the job descriptions.
• Approved a contract with Brian Fravel, doing business as Pro Audio Service, North Decatur, for $1,625 for providing the backline for the classic rock concert June 17 at Glover Pavilion, according to artists’ contracts and tech rider. The backline includes any musical instruments or other equipment the bands may need, Recreational Director Sheila Wieringa said.
She told the board that the free big summer concerts were announced Friday morning. The classic rock concert June 17 will feature Dokken at 8 p.m. and Jack Russell’s Great White at 6:30 p.m. Contract cost for the two bands is $27,500.
On July 22, Tracy Lawrence will headline the country concert, with singer-songwriter Ruthie Collins as the opening act. Contract cost is $29,500.
• Accepted a $5,000 grant from the Carl N. Wendel Fund at the Kosciusko County Community Foundation to the Warsaw Parks and Recreation Department to support a portion of the free Central Park Concert Series.
• Approved Ryan Workman as the Wastewater Treatment Utility stormwater coordinator, replacing Theresa Sailor, who resigned. His hire date is effective April 11 and he will work part-time at $20.80 per hour. Workman is a Grace College student, and once he graduates he will become full time, effective May 8.
• Heard an open house for retiring Warsaw Police Department officer Joe Hawn is scheduled for 2:30 to 4:30 p.m. April 15 at the police department. Hawn is retiring after 27 years with WPD and becoming the town marshal for Winona Lake, effective Monday.[[In-content Ad]]
