BOW Accepts Warsaw Fire, Police Dept. Promotions

Warsaw Board of Public Works and Safety approved promotions for Warsaw's fire and police departments Thursday afternoon.

Board members Charlie Smith, Joe Thallemer and Mayor Ernie Wiggins approved Mike Brubaker and Aaron Bolinger to be promoted from WFD lieutenants to captains effective Sunday.

According to Warsaw Human Resources Director Jennifer Whitaker, Brubaker was hired June 24, 2002, as a firefighter.

Brubaker's bi-weekly salary will be increased from $1,780 to $1,821.93.

Bolinger was hired Feb. 20, 2002, as a firefighter. His bi-weekly salary will be increased from $1,811.93 to $1,853.85.

Brubaker and Bolinger will replace Ed Kipker and Kreg Warren, whose voluntary resignations were approved at the board's Jan. 8 meeting.

The WFD division chief and training officer position is still vacant after Rob Barker stepped down to a firefighter position in January.

The city anticipates posting the position within the next few weeks as well as the lieutenant positions that are now vacant with Bolinger and Brubaker's promotions, Whitaker said.

The board also approved WPD Detective Sgt. Steve Adang to be promoted to lieutenant in charge of the department's detective division.

Adang's lieutenant duties will be effective Sunday.

The lieutenant position was never filled when former Lt. Tony Faucett stepped down to a patrol officer in September 2009.

Adang was hired at WPD Jan. 1, 1983, and also has served as patrol officer and detective.

Adang's bi-weekly salary will increase from $2,038.48 to $2,111.56.

WPD Chief Scott Whitaker said he received several letters of intent for the lieutenant positions. After meeting with each applicant, he decided to recommend Adang for the role.

"Steve Adang is an accomplished officer recognized throughout our county and state, and is an exceptional investigator and has mentored numerous investigators including myself," Whitaker said.

Whitaker said Adang's duties as lieutenant of the detective division will be to oversee the division and criminal investigation department and handle case loads.

The board also approved creating the job title and description of a part-time WPD administrative assistant for the city's salary ordinance.

The newly created job description and title will allow WPD's current part-time typist, Lynne LaFollette, to be promoted to a part-time administrative assistant.

LaFollette was hired Feb. 9, 2004. Her wage will be increased from $12.83 an hour to $14.34 an hour effective Sunday.

Whitaker said the part-time typist position will not be filled, and LaFollette's part-time hours as administrative assistant will be at 30 hours a week.

He said the need to create the part-time administrative position arises from Lafollette's duties as a typist evolving over the years.

"Lynne started out as a typist, however she has become an administrative assistant in managing our detective division as far as case assignment documentation and dictating police reports," Whitaker said.

Whitaker said creating the administrative assistant position and pay increase will better define and compensate her for the work she does.

Smith said he had concerns with creating the position, and approving the salary increase when the city has agreed to a hiring freeze.

"It's a tough time when you draw a line in the sand and say we won't increase wages and costs and we are doing so," Smith said. "I think we could find someone in every department that's doing a great job and taking on a larger role than before, and it's a tough decision to approve this."

Whitaker said there is money in the department's budget to compensate LaFollette at a higher wage in her new position as administrative assistant.

Wiggins said creating the administrative assistant position frees up sworn officers to do other duties, and said he approves of creating the position.

Warsaw Clerk-Treasurer Elaine Call informed the council the city has received its 1782 notice for 2010 budgets from the Indiana Department of Local Government Finance.

Warsaw City Council will meet in a special session Wednesday at 6 p.m. at city hall to discuss the notice.
