Board Of Works Approves Menards Development Agreement

A development agreement for a Menards store and subdivision was approved by the Board of Public Works and Safety during a special meeting Monday morning at city hall.

The board also approved a subdivision bond not to exceed $3,029,472 to allow for the subdivision plat to be recorded.[[In-content Ad]]Menards will construct a new retail store along Husky Trail and Patterson Road. A residential subdivision also will be constructed east of the Husky Trail and Parker Street intersection.

The Warsaw City Council approved a motion at its Jan. 17 meeting to rezone approximately 21 acres along Husky Trail and Patterson Road for a Menards with additional commercial lots.

A traffic plan to accommodate the Menards project was approved by the Warsaw Traffic Commission April 9.

The development agreement approved Monday addressed future roadway and sidewalk improvements and access to the residential portion of the Menards subdivision.

The agreement states Menards will purchase the property for the purpose of constructing a Menards Home Improvement and Building Materials Supply Store with commercial and residential lots.

Menards will construct a building approximately 162,340 square feet with related landscape and parking improvement.

The construction value of the building will be approximately $6 million according to the agreement.

The agreement states Menards will construct the home improvement store with facade improvements such as a stepped parapet roofline, buff aggregate panels and a partial brick treatment from the ground level to the green strip midway up the exterior wall.

It also states Warsaw agrees to permit Menards to construct a residential portion of the Menards Subdivision with access from East Mariner Drive as the only ingress and egress route.

Menards will engineer and construct a right turn lane from Parker Street onto Patterson Road.

Menards also agrees to install a traffic signal light at the intersection of Park Street/Husky Trail and Patterson Road if a traffic signal warrant analysis indicates that a traffic signal is necessary within 10 years after the final completion of the agreement.

The agreement also addressed future sidewalk improvements.

During the course of construction of the sidewalks within the residential development of the Menards subdivision, Menards will engineer and construct a sidewalk along the east property boundary line of the First Baptist Church of Warsaw extending to Patterson Road.

A sidewalk extending north along Flora Lane from the Menards property boundary to the property boundary line of Harrison Elementary School also will be constructed

The school district has secured $25,000 for the completion of a sidewalk extension and trail continuing north of the Harrison Elementary boundary. Menards agrees to pay $25,000 at closing to be used for the completion of the sidewalk extension and trail.

The agreement also states Menards will maintain any stormwater ponds and facilities constructed until Menards enters into an agreement with the city specifying otherwise.
