Board of Works Approves City Hall Change Orders

The board approved a $5,134 change order to improve the heating, ventilation and cooling system, and another part of the change order is for plumbing for the third floor of the new city hall.
The remaining portions of the change order include installing a new door in place of an existing door that could not be saved, and installing a pantry cabinet instead of a closet door.
A $3,815.71 change order was approved for asbestos and lead paint removal on the new city hall building.
The board also approved a $75,448.80 payment to Harold McComb & Son for work completed through March 31 on the new city hall.
The board also approved a contract with James Emans, Emans Engineering, to serve as the city’s engineer on a contractual basis.
Warsaw Mayor Joe Thallemer said contracting Emans was in the city’s budget.
“We are very fortunate to obtain the services of James three days a week,” Thallemer said.
Thallemer said Emans has extensive experience.
‘“I am very pleased and excited to welcome him to the city,” Thallemer said.
Emans attended the meeting and said he looks forward to the opportunity to serve the city.
In other business, the board approved salaries for John Ogden, Warsaw Street Department sanitation driver, at $15.45 hourly; Amy Melton, Warsaw Police Department administrative assistant, at $15.47 hourly; and Zannie Powell, Warsaw Building and Planning Department administrative assistant, at $15.47 hourly, going from part-time to full-time.
The board approved a $148,850 contract with Pro-Form Pipe Lining for storm water repair on Market Street, and a $55,725 contract with Pro-Form Pipe Lining for storm water repair on Clark Street.
The board approved a request from Warsaw Fire Department to apply for a $2,000 grant for Play It Safe Family Safety Day on Sept. 8, and a $2,000 grant from Kosciusko REMC Operation Roundup for the day.
The board approved Shirley Fetrow, Warsaw-Wayne fire territory, to be allowed to sign vouchers not to exceed $2,000.
The board approved a $592 agreement per year between Warsaw Police Department and Quine Freeman Heating & Air Conditioning for heating and air conditioning.
The board approved a request from the Warsaw Parks Department to purchase four hoists for Glover Pavilion from American Wire Roping and Sling for $8,956. The hoists are used to lift the grid that has lights, signage and back drops mounted to it for concerts in the park.
The board approved a $1,511.66 contract with Mullet’s Seamless Guttering Construction to install guttering and downspouts on the Glover Pavilion.
The board approved a $2,106.20 contract with Rainy Days Guttering for installing guttering and downspouts on Center Lake Pavilion.
The board approved an $8,093 contract with Super Seal for sealing, crack filling and striping of the Central Park parking lot, and an $815 contract with Super Seal for sealing, crack filling and striping of the maintenance lot.
The board approved a $3,799 contract with Ranger Materials for sealing, crack filling and striping of the Lucerne Park parking lots.
The board approved a request from the parks department to remove playground equipment at Pike Lake Beach that is 25 years old.
The board approved a take-home vehicle for Warsaw Mayor Joe Thallemer. Thallemer will be charged for all personal miles driven.
The board also opened salt bids for the 2012-2013 season and will take the bids under advisement and review them at the next board meeting.
The board approved an agreement for the city to obtain a 20-foot easement to install a force main on the south side of Hidden Lake.
The city will install the sewer tap, waive tap fees, inspection and legal fees.
