Baldwin Joins City Park Board

Warsaw Mayor Ernie Wiggins attended Tuesday's park board meeting, introducing Bill Baldwin as a new member. Baldwin replaces Don Clemens.
Election of officers retained Toby Sumpter as president and John Sadler as vice president.
The members approved a contract with The Plantarium to maintain the 30 satellite garden beds in Central Park. The contract amount, not to exceed $10,000, covers hourly wages and plant material.
The 2000 year-end report was reviewed. Completed projects included: exterior painting and installation of new guttering at the Center Lake pavilion; enlargement of the Center Lake lifeguard room; and enlargement of the Central Park south performance stage area, which added portable wings.
Other improvements included a new roof at the Pete Thorn Youth Center covering the Senior Activities Center and repaving at Lucerne Park on the drive and south parking lot. This is the first time this area has been paved since the original pavement was laid more than 20 years ago.
Worn Central Park plaza bricks were replaced or repaired; 52 new seasonal (spring, summer and winter holiday) banners were purchased for the ornamental light poles in Central Park; and new playground equipment was purchased and installed in Kiddieland.
Ornamental lights and permanent benches were installed in Beyer Park, at Pike Lake.
Parks director Larry Plummer Jr. presented planned projects for 2001, which include building an addition to the pole barn at the Pike Lake Campground for storage. He also discussed plans to purchase two new pickup trucks, banquet tables and chairs, new basketball goals at Kelly Park and new lawn equipment.
Plummer said replacement of paving brick will continue at Central Lake plaza along with with reseeding in various parks.
Ornamental lights and permanent benches are planned for Pike Lake. New heating and air conditioning units are being installed at the Nye Youth Cabin, the director said.
A financial report reflecting income received was given as $215,986.87 in 2000. (Net incomes from rental of the pavilion, campground sites, Nye Cabin and the Firemen's Building were included and given as $45,095.18.) Income is derived from facility rental; leases and contracts; table, chair and stage rental; donations; grants; vendor fees; and admissions.
Parks superintendent Jon Garber raised concerns about expenses of the Pete Thorn Youth Center/Senior Activities Center which totaled $50,556.29. The lion's share of the expenses were paid to NIPSCO ($21,431.18) and for custodial services ($15,080).
Income from the facility was given as $28,650.04, derived from lease payments ($16,650) and from Wayne Township ($12,000).
