Baker Youth May Move To West Market Location

Robert Murphy came before Warsaw City Council Monday to present Baker Youth Club's proposal to move its facilities to the old Endicott Church Furniture location on West Market Street.

Murphy showed architectural projections for a new building at the location, and requested that the council prepare and submit an application for a $500,000 grant from the Indiana Office of Affairs to allow the Baker Youth Club the ability to move forward with its plans.

"We need a half million dollars in the next four weeks," Murphy said. "The money is the big concern in order for us to achieve this goal."

Many attendants expressed their support of the Baker Youth Club and encouraged its move to the new location.

Murphy said the desired location will greatly benefit the organization because of the large amount of children in the area and the fact that the proposed Kosciusko County Greenway could potentially neighbor the new property.

The council approved Murphy's request to prepare and submit the grant application.

In other matters, councilman Bob Morrison discussed concerns regarding raises for city employees. In current projections, city employees will receive raises of no more than $750 over the year based on occupational evaluations.

"The only way to judge an police officer sometimes is to ride in a car with him," Morrison said. "If we judge them on paperwork alone, then we're looking at a quota system, and that will really hurt morale for our officers."

Morrison said that evaluations should be more detailed, and that higher ranking officers should be thorough in their assessments.

"If there's someone out there not doing their job, then there's a leadership problem," Morrison said. "I want a system that promotes good leadership."

After additional discussion, the board approved the 2006 salary ordinance, with a second reading scheduled for the Aug. 15 council meeting.

The board also:

• Approved a new safety program for city employees working inside the many departments within the city government.

• Heard an announcement from Lori Marsh, of Comcast Communications, that the company will launch WBND on channel 7 of their basic cable service. WBND is a South Bend ABC affiliate.

• Granted first and final approval for additional appropriations to the general fund of the building and plan budget. These monies will go toward the salary and benefit costs of the department.

• Granted first and final approval for additional appropriations totaling $75,000 to aviation budgets. The money will allow for repair and maintenance at the Warsaw Municipal Airport, including modifications to the Zimmer Hangar to accommodate a larger aircraft.

Present councilmen were Mayor Ernie Wiggins, Morrison, Joe Thallemer, Charlie Smith, George Clemens, Jerry Patterson and Bill Rhoades. Jeff Grose was absent. [[In-content Ad]]
