Attorney outlines steps to annex properties

MILFORD - Two more steps were taken by the Milford Town Council Monday to annex property into the town's corporate limits.

First, councilmen Bob Phillips and Doug Ruch adopted the fiscal plan for the annexation. Second, the two councilmen approved introducing the annexation ordinance June 17 at 7 p.m.

Council president John Lehman had to abstain from the vote because he owns property to be annexed.

The areas the council is looking to annex include North Park subdivision sections one and two, Phend & Brown's property and Darrell Krugman's property.

Town attorney Jay Rigdon said the next step will be to give public notice of the introduction of the annexation ordinance. A letter to all affected property owners also will be sent out.

The letter will explain the town's need to continue to look at expansion, will give the date and time of the meeting and will include copies of the ordinance and fiscal plan.

"I want to get this sent out tomorrow," Rigdon said Monday, "if you authorize me to do that. It will go out via certified mail."

The fiscal plan describes what services the town currently offers to its residents, when the new residents in the annexation area will get the services and what expenses will be involved in providing those services.

The meeting for the annexation ordinance introduced had to be set at least 60 days after the ordinance is presented. The council can give their final approval of the ordinance at least 30 days but no more than 60 days after the hearing.

Another ordinance approved by the town council Monday was one to prohibit engine braking in Milford.

Rigdon said the ordinance was copied from one passed recently by Waterloo with a couple of small changes.

"It doesn't have to be up to a $500 fine. It can be whatever you want," Rigdon said.

"It looks OK to me," said Ruch. He made the motion to pass it and it was adopted unanimously.

In other business:

• The council approved Randy Veach to serve on the town's park advisory board.

• Town marshal Dave Hobbs said the police department is still taking applications for reserve officers.

• Utilities superintendent Dallas Winchester reported that May 5-11 is National Drinking Water Week. Any members of the public interested in knowing more about the water department and how the town's water is tested are invited to tour the water department during that week.

The Consumer Confidence Report will be coming out in the next couple of months, he said.

The town's annual parade will be on Memorial Day this year from 10 to 11 a.m. According to clerk-treasurer Charlotte Siegfried, of all the surveys turned in to her office, most people also want the garage/rumage sales also to be during Memorial Day weekend. The council said that was OK.

• Approved $600 for Dixon Engineering to do the final inspection of the town's water tower.

• Approved the bid from Sweetheimer for the town's trash removal for the next three years. The total cost for all three years is approximately $95,136.

• Ruch announced that on April 17 the tornado sirens will be tested.

• Lehman requested to see all the money the town is spending on insurance to see if the town can get a better deal elsewhere.

He also asked Winchester to look into new "Welcome to Milford" signs. The current ones, he said, are "getting kind of ratty."
