Alcohol Board OKs Permit For Winona Eatery

Winona Lake soon will be gaining another business that serves alcoholic beverages.

Thursday, the Kosciusko County Alcoholic Beverage Commission unanimously approved Chris and James Katris' petition for new beer and wine and Sunday sales retailer permits. Their business, Boathouse Restaurant, 700 Park Ave., Winona Lake, will be an upscale dining establishment in the Village of Winona, according to their attorney.

There were no remonstrators against the petitioners. However, more than a dozen supporters were on hand at the public hearing and their attorney also presented the ABC with petitions from members of the public supporting the restaurant.

"There's been overwhelming, enthusiastic support for this application," said their attorney. "If these permits are granted, this restaurant will rival anything in the state of Indiana."

Excise officer Patty Fleck said, "I have to admit, it's quite a beautiful facility." Fleck will conduct the final inspection of the restaurant in a couple of weeks.

The Katris family has operated the American Table, on U.S. 30E, for 13 years. They said they do not plan to seek to have alcoholic beverages at the American Table.

The Boathouse Restaurant will be open approximately from 11 a.m. to 10 p.m. and to 11 p.m. on weekends. Summer hours may be extended.

A transfer of ownership for a beer, wine and liquor retailer permit was approved for Harmony's Place, 801 N. Huntington St., Suite 12, Syracuse. The business was formerly called Dangles.

"(It's) something my husband and I always wanted to do," said petitioner Michelle Hines.

Because of a violation, the Frog Tavern's beer, wine and liquor and Sunday sales retailer permits were not automatically approved. If a business has a violation, they must be present at the hearing to discuss their violation.

Michael L. Kaduk, owner of The Frog, told the ABC two girls came into the establishment and had dinner at 6 p.m. The girls were ask to show identification and age verification. An excise officer visited the business later and the girls were still there drinking.

After some discussion, the excise officer discovered the driver's licenses the girls had were forgeries. The girls used the forged licenses as "a rite of passage," Kaduk said. The employee who had served the girls had an expired server permit, too.

Now, Kaduk said, the business has six people working security for the two entrances, the patio and the parking lot during busy nights to prevent future violations. Kaduk also said he has closed circuit security televisions installed, including cameras above the employees checking identifications. The cameras are recording seven days a week, he said.

Kaduk has owned The Frog, 1116 S. Harkless Road, Syracuse, since 1990.

Darwin Call, ABC president, said, "It's not our position to penalize a person for this happening once." He said he thought it sounded like Kaduk "overkilled" the security measures.

"It's too valuable a possession not to overkill," responded Kaduk. The Frog's permit renewals were approved.

Also present at the meeting because of a violation was the owner of the Claypool Inn, which had previously served an underage girl.

The owner said they have learned their lesson and are now tighter on checking identification. The ABC approved their beer, wine and liquor permit. They ask that their Sunday sales permit be withdrawn as they no longer plan to be open on Sundays.

Automatic renewals approved include:

• Beer, wine and liquor retailer permit, Etna Pub, 204 E. State St., Etna Green.

• Beer, wine and liquor dealer permit, Liquor Locker, 100 N. Huntington St., Syracuse.

• Beer, wine and liquor and Sunday sales retailer permits, Channel Marker Restaurant, 5793 E. Pickwick Road, Syracuse.

• Beer, wine and liquor and Sunday sales retailer permits, The S.S. Lilly Pad, 1108 S. Harkless Drive, Syracuse.

• Beer, wine and liquor retailer permit, Veterans of Foreign Wars, 307 W. Chicago St., Syracuse.

• Beer, wine and liquor retailer permit, Night Shift of North Webster, 114 E. Washington St., North Webster.

• Beer, wine and liquor retailer permit, The Post, 134-6 N. First St., Pierceton.

Members of the ABC include Darwin Call, Kenneth Johnson, Fleck and Gordon Vanator.

They meet at 2 p.m. in the county courthouse on the first Thursday of every month. [[In-content Ad]]
