Airport Upgrades Planned

Warsaw City Council heard Monday from Municipal Airport Manager David Beall about an upcoming hanger taxiway project.

Two grants have been received for the work, Beall said for the council's information only, one from the Federal Aviation Administration's Airport Improvement Program for $300,000 and another from the Indiana Department of Transportation for $16,666. The local share is $16,000.

Beall asked that $30,000 be appropriated from aviation depreciation to cover costs and unexpected contingencies as construction on the project nears.

The taxiway will be 1,175 feet long.

A public hearing regarding voluntary annexation of property east of the city, at the corner of Old Road 30 and CR 225E, was held with no remonstrators attending.

Petitioners are Richard and Sharon Jaynes, Gary and Marthene Burneau and Jason and Tara Strickler.

Warsaw city planner Jeff Noffsinger introduced the item, saying the annexation ordinance will come before the board May 19 and will be effective July 1. A fiscal plan should be available at the May 19 meeting.

Housing developer Ralph Biggs of Decatur spoke in favor of the annexation, saying he would develop 13 acres of the 15-acre, residential-1 zoned area with homes for senior citizens and young families.

In other business, the council:

• Approved an ordinance establishing two-hour free parking zones during the hours of 8 a.m. to 5 p.m. Monday through Friday on the following streets:

Market Street, either side, from Washington to one-half block east of High Street; Center street, either side, from Washington Street to High Street and on the south side from High Street to Detroit Street; Main Street, either side from Lake Street to Buffalo Street; Main Street, south side, from Buffalo Street to Indiana Street; Lake Street, either side, from Main Street to Jefferson Street; Buffalo Street, either side, from Fort Wayne Street to Jefferson Street; and Indiana Street, either side, from Main Street to Market Street.

There also is two-hour free parking in the main city lot between Buffalo Street on the west, Indiana Street on the east, Jefferson Street on the south and an alley on the north.

The ordinance "cleans up" conflicting times and days. Some signs read 7 a.m. to 5 p.m., others Monday through Saturday.

• Approved transfer of funds ordinances: for the fire department, $5,000 from pension to repairs and maintenance; and for the street department, $2,000 from repairs and maintenance to office supplies and $20,000 from MVH high repairs, split equally to MVH repairs and maintenance and MVH other supplies.

• Approved distribution of insurance reimbursement checks to the sewage collections, building and planning and street departments. Electronic equipment in the three departments received damage during a power surge Jan. 1. Funds were taken from other accounts to replace radio units, computer hard drives and copiers rendered unusable by the incident. The checks totaled $31,009.

• Heard from councilman Joe Thallemer that an Indiana Department of Commerce, Energy and Recycling Office, grant in the amount of $5,000. The funds will be applied toward the cost of the recycling bins distributed throughout the city last month. Total cost of the bins was $10,000.

City council members are Jerry Patterson, Jeff Grose, Charlie Smith, George Clemens, Bill Rhoades, Trish Brown and Joe Thallemer. The council meets at 7 p.m. the first and third Mondays of each month in city hall. [[In-content Ad]]
