$2,500 Penalty Ordered Against Warsaw Property

The penalty is in effect immediately.
The property is at 108 N. Park Ave. and was previously occupied by Phil Smith, but is now vacant.
A demolition order will be reviewed during a hearing at 1:30 p.m. May 18 at city hall.
The home was previously reviewed during a Feb. 17 hearing when a $2,500 civil penalty on Smith was imposed and postponed until yesterday’s hearing.
Todd Slabaugh, building commissioner, said the city has received complaints about the home having boarded-up windows and exposed framing, a dilapidated rear porch, no siding, being unsecured, and electrical service to the home has been disconnected, deeming the home unsafe for occupancy.
During Monday’s hearing, Slabaugh said the city sent a letter certified mail notifying Smith of Monday’s hearing, but did not hear from him. Smith did not attend the hearing.
Slabaugh said since the March hearing, the rear porch of the home has been boarded up and secured and two broken windows also have been boarded up.
There is no electricity in the home, and the home has been gutted.
In other business, Clifford reviewed a property owned by Raul Ramos, 202 S. Union St., Warsaw, where Slabaugh said the brick work on the home needs replaced.
Ramos attended Monday’s hearing and said he is working on replacing the brick work and suggested a month to get the work done.
Clifford gave Ramos two months to replace the brick work. If it is not fixed by June 15, a $500 civil penalty will be imposed during a hearing.
Clifford also reviewed a property owned by Evelia Vega at 410 W. Winona Ave.
Slabaugh said he went to the home Friday and the home is 80 percent in compliance, but there are railroad ties and pallets left. Clifford imposed a $500 fine against Vega and postponed the hearing for May 18. If Vega is not in compliance by then, she will need to attend the hearing.
