Swanson, who represents Ward 4, said he has moved to another location in Winona Lake and is no longer eligible for the position.
Swanson will remain as a de facto councilman until a replacement is selected by the Republican precinct, according to Clerk-Treasurer Kent Adams. Swanson is likely to be replaced before the next meeting, Adams said.
Swanson thanked the council for his time serving on the council.
In other business:
• The council decided to wait until spring to make a decision on the debate over 12th Street.
The narrow road on the island has been a source of contention in the last few meetings, with some residents asking to ban parking on the streets, others asking that the street be changed to a one-way street going west and some asking that nothing at all be changed due to the low amount of traffic on the road.
Town Coordinator Craig Allebach said in the springtime there would be more traffic, allowing the council to have more information to evaluate its options.
Jan Nelson, a resident who has been pushing for the parking ban, told the council she knew that would they do nothing.
She read a statement where she said, “I’m kind of ashamed of the council from backing down on one of the two decisions you were going make because you got weak.”
• Town Marshal Joe Hawn announced he had been approved for a grant for more body cameras for his officers and a new system to the store the footage.
Indiana law requires departments keep footage on file for 190 days.
