PUBLIC HEARING NOTICE
    On or about Friday, October 14, 2016, the City of Warsaw, intends to apply to the Indiana Office of Community  and  Rural  Affairs  for  a grant  from  the  State  Community  Development  Block  Grant (CDBG)  Public  Facilities Program.  This  program  is  funded  by  Title  I  of  the  federal  Housing and Community Development Act  of  1974,  as  amended.  These  funds  are  to  be  used  for  a  community development  project that will include the following activities: rehabilitation of Richardson-Dubois and Ker parks. The total amount of CDBG funds to be requested is $500,000.00. The amount of CDBG funds proposed  to be used for activities that will benefit low-  and moderate-income persons is $320,000.00.  The applicant  also proposes to expend an estimated $115,000.00  in non-CDBG  funds on the project. These non-CDBG  funds will be derived from the following sources: $100,000.00  from the Warsaw  Parks Capital Outlays-Machinery &  Equipment Fund, and $15,000.00 from the Kosciusko County Community Foundation.
    The City of Warsaw will hold a  public hearing on Tuesday, September 20, 2016, at 6:00 pm, Warsaw Parks & Recreation Department's Firemen's Building, 1013 East Arthur Street, Warsaw, IN 46580, to provide interested  parties  an opportunity  to express  their views  on the proposed  federally funded CDBG project.  Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Jeremy Skinner, at 102 S Buffalo Street. or by phone at  (574)  372-9550  not  later  than  Friday September  16,  2016. Every effort will be made to make reasonable accommodations for these persons.
    Information  related to this project will be available  for review  prior to the public hearing as of September 9, 2016 at City Hall  102 S Buffalo Street, Warsaw, Indiana, between the hours of 9:00 am and 4:00 pm. Interested citizen are invited  to provide comments  regarding  these issues  either at the public bearing or by prior written statement. Written comments  should be submitted to Larry Plummer, Warsaw Parks Dept., 117 East  Canal Street,  Warsaw, IN  46580, no later than September 19, 2016, in order to ensure placement  of such comments in the official record of the public hearing proceedings. A plan to minimize displacement  and provide assistance  to those displaced  has been prepared by the City of Warsaw and is also available to the public. This project will result in an displacement of any persons or business.
