County Redevelopment Commission Approves CR 1300N Project

Kosciusko County Redevelopment Commission approved the 1300N Corridor project at a meeting Thursday.
The commission heard from Crystal Welsh that the public hearing regarding the CR 1300N project was met with positive feedback. This concluded the study and the commission approved the project.
The commission also heard from Kosciusko County Highway Superintendent Steve Moriarty about another project that could use TIF (tax increment financing) dollars. This highway project would repave South CR 700W from Ind. 25 down to West CR 700S.
Moriarty said this is a high-traffic area that hasn't been updated in 12 years. He said the highway department has a $250,000 cap, so it could pave the road down to West CR 600S. In order to update the road all the way to West CR 700S, Moriarty recommended hiring a contractor but he warned it would be double the price. Commission member Joni Truex suggested adding the $500,000 to the 2025 Spending Plan.
The commission then discussed the 2025 Spending Plan, which must be submitted by Dec. 1. The Spending Plan includes TIF areas, Claypool drain project and estimates of incoming receipts. The commission approved the Spending Plan with the additions of the $500,000 for the highway project and the amount for Levinsons' Leesburg TIF. The commission discussed other potential projects, but decided to only include what they were sure of and make amendments to the spending plan later in the year for any new projects.
In other business, the commission:
• Approved the 2025 meeting dates, changing the January meeting to Jan. 9.
• Discussed creating a TIF in Leesburg with the idea of possible water infrastructure projects.
• Agreed to let a TIF with an upcoming expiration date expire due to no new projects.
• Decided to postpone discussing goals for 2025 at the January meeting.
• Thanked Truex for her time serving on the commission and wished her well on retirement.
• Heard from a surveyor who said he looks forward to working with the commission on an upcoming Claypool project.
• Was reminded that the commission needs to elect officers in January.
The next commission meeting will be at 1:30 p.m. Jan. 9.
