Ronnie Lee Hicks, 57, of 550 N. Harrison St., #B, Syracuse, is charged with child solicitation, a Level 4 felony; possession of methamphetamine, a Level 6 felony; and possession of cocaine, a Level 6 felony.
He was booked into the Kosciusko County Jail at 4:31 p.m. Saturday on a $15,250 preliminary bond.
According to the probable cause affidavit, on Saturday, a Syracuse Police Department officer responded to a child solicitation complaint. Upon arrival, the officer spoke with a man who said he was a member of Bikers Against Predators. The man said Hicks allegedly drove to a business in Syracuse with intentions to meet and pick up a 13-year-old girl.
The man said Hicks allegedly initiated a conversation with an individual who he believed to be a female on a dating app. The communication then switched to texting. The female decoy said she turned 14 in September and indicated she lived in Syracuse and attended middle school. Hicks allegedly asked for nude photographs from the decoy and spoke about sexual acts.
Hicks and the female decoy allegedly agreed to meet up at a business. As Hicks approached the meeting location, he did not stop and returned to his apartment.
Hicks said he met the female decoy with the assumption she was 18 and her pictures made her look 18. Hicks allegedly said he used methamphetamine the night prior. He consented to a search and an officer retrieved his wallet, where the officer allegedly located plastic bags with white residue that later field tested positive for methamphetamine. An officer also located plastic bags in Hick’s moped that later field tested positive for cocaine.
An officer read Hicks his Miranda rights. Hicks allegedly said he contacted the female decoy first through a dating app. The decoy then gave her cell phone number to switch to texting. Hicks admitted that while texting the female decoy told him she was 13. After the decoy told Hicks her age, Hicks asked for photos. Hicks allegedly agreed to meet the female decoy at the business. He texted the female decoy he drove by the business, got scared it was a set up and kept driving because he saw someone squatting behind a dumpster behind the building.
