NOTICE OF ADOPTION OF A RESOLUTION ADOPTED BY THE PARK AND RECREATION BOARD OF THE PARK DISTRICT OF THE CITY OF WARSAW, INDIANA, AND OF A PUBLIC HEARING THEREON, AND OF A PUBLIC HEARING ON PROPOSED BONDS OF THE DISTRICT TO FINANCE PARK PROJECT AND THE APPROPRIATION OF THE PROCEEDS THEREOF

    Notice is hereby given that on the 17th day of January, 2023, the Park and Recreation Board (the “Board”) of the Park District (the “District”) of the City of Warsaw, Indiana (the “City”), adopted a resolution (the “Resolution”) determining that it is necessary for the public health and welfare and will be of public utility and benefit to undertake the construction and equipping of a new maintenance garage and administration offices for use by the City’s Parks and Recreation Department (the “Project”).  The estimated cost of financing the remaining portion of the costs of the Project, including costs of all work to be performed thereunder and other necessary expenses in connection therewith, including the issuance of bonds therefor, is in an amount not to exceed $2,800,000.

    Notice is further given that said Resolution and the general plans and estimates for the Project are on file and open to public inspection at the office of the Superintendent of the City’s Parks & Recreation Department located at 800 North Park Avenue, Warsaw, Indiana.  

    Notice is further given that on Tuesday, February 21, 2023 at 5:15 p.m. in the City Hall Council Chambers located at 102 South Buffalo Street, Warsaw, Indiana, the Board will receive or hear remonstrances from persons interested in or affected by the Resolution, and the Board will then take final action determining the public utility and benefit of the Project and shall confirm, modify and confirm as modified or rescind the Resolution.

    The taxpayers of the District are further notified that the Board did on January 17, 2023, determine to issue special taxing district bonds of the District, in one or more series, in an original aggregate amount not to exceed $2,800,000 (the “Bonds”), for the purpose of procuring funds to finance all or a portion of the Project, and that the Board will hold a public hearing on Tuesday, February 21, 2023 at 5:15 p.m. in the City Hall Council Chambers located at 102 South Buffalo Street, Warsaw, Indiana, on the matter of issuing the Bonds and appropriating the proceeds thereof together with interest earnings thereon.  Said appropriation is in addition to all appropriations provided for in the existing budget and tax levy.  Funds to cover said appropriation are to be provided from the proceeds of the Bonds and interest earnings thereon.  At said public hearing, all persons shall have the right to appear and be heard on the necessity of said appropriation.
