Kosciusko Co Bridge No. 30

Kosciusko County, with oversight by the Indiana Department of Transportation (INDOT) and funding from the Federal Highway Administration (FHWA), is planning to replace Kosciusko Bridge No. 30 (43-00030, NBI 4300014) located on Beer Road over Turkey Creek, east of the Town of Milford (Des. No. 1902838). Work is anticipated to begin in spring of 2025.
The need for the project stems from the deteriorated condition of the bridge. The bridge deck, wearing surface, and superstructure are in fair condition. The substructure is in poor condition. The purpose of the project is to improve the overall condition of the structure.
The proposed project will replace the existing bridge with a single-span concrete box beam bridge 67.7 feet in length and featuring two 10-foot-wide travel lanes, one in each direction, with 4.0-foot shoulders. Approach work will include pavement replacement and asphalt overlay on both sides of the bridge. The driveway located in the southeast quadrant will be raised to meet the new profile grade and will be overlaid with asphalt pavement. Riprap drainage turnouts will be constructed down the side slopes in each quadrant of the bridge. Riprap will also be added for channel protection at the end bents and side slopes. Forty feet of 15-inch pipe will be installed under the driveway near the northwest bridge quadrant. Guardrail totaling approximately 240 feet will be removed, and approximately 450 feet of guardrail will be added. The total length of the project is approximately 0.11 mile.
The project will require approximately 0.60 acre of new permanent right-of-way and 0.01 acre of temporary right-of-way. No residential relocations will occur as part of this project.
The Maintenance of Traffic plan for the project will require a full closure with detour route. The detour route will utilize CR N 175 E, CR E 1300 N, CR N 100 E, CR E 1250 N, and Shaffer St. within the town of Milford. The detour length is approximately 2.94 miles. The detour will be in place for approximately 9 months. Access to all properties will be maintained throughout construction. School corporations and emergency services will be notified of closures prior to construction.
The cost associated with this project is approximately $1,621,700 which includes preliminary engineering, right-of-way, and construction using both federal and local funds. The FHWA and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level-2 environmental document. Preliminary design plans along with the draft CE are available for review at the following locations:
