Notice to Bidders

    Sealed bids will be received by the City of Warsaw, Indiana, Board of Public Works and Safety, 102 South Buffalo Street, Warsaw, Indiana 46580 until 10:30 a.m. (local time) on August 5, 2022, and then will be publicly opened and read aloud in the Warsaw City Hall Council Chambers, located at the same address. Any bid received after the submittal deadline will be returned unopened. The description of the project is Fuel (87 octane unleaded) for the City of Warsaw. Sealed proposals are to be delivered to the City of Warsaw Clerk Treasurer, for the City's Board of Public Works & Safety, located at 102 South Buffalo Street, Warsaw, Indiana 46580, or delivered in person at the 10:30 a.m. meeting.

    The description is:

    FUEL

    Vendor shall submit bid for fuel with the following specifications:

• 80,000 gallons 87 octane unleaded (price per gallon to include all applicable taxes)

• Must have a minimum of two fueling locations within the Warsaw city limits

• Gas cards for each city vehicle with PIN number assigned to each employee

• Ability to monitor and record all fuel usage by employee and by vehicle

• Monthly fuel usage reports made available to the Clerk’s office

    Envelopes containing the bids must be sealed and marked "SEALED BIDS / FUEL" and must clearly show the name and address of the bidder,

    Price preference for local Indiana businesses:

• Indiana Code 5-22-15-20.9 will apply in determining the award for lowest bid for this purchase.

• In order to qualify for local preference provided under I.C. 5-22-15-20.9, the claimant must clearly state “CLAIM FOR LOCAL PREFERENCE” in the quote. The information required under I.C. 5-22-15-20.9(f)(2) shall be submitted after being awarded.

• The political subdivision (City of Warsaw) is located within Kosciusko County, Indiana.  Businesses within Kosciusko County, Indiana and all adjacent counties will be given price preference, if claimed.

    Hard copies of this process can be obtained the Warsaw Police Department, located at 2191 E. Fort Wayne Street, Warsaw, IN  46580. Additionally, copies will also be available in electronic (PDF) format upon request to [email protected].   In the email request, state the project name (Fuel)  along with the company information and primary contact (address, phone, email).

    The successful bidder will be required to execute the contract beginning on January 1, 2023, following the approval of the City of Warsaw Board of Public Works.
