NOTICE OF PUBLIC HEARING CONCERNING APPROPRIATION OF PROCEEDS OF THE TOWN OF WINONA LAKE, INDIANA REVENUE BONDS

    The residents and taxpayers of the Town of Winona Lake, Indiana (the “Town”), are hereby notified that the Town Council of the Town (the “Town Council”), will consider at its meeting on September 20, 2022, issuing additional revenue bonds of the Town, in one or more series or issues, in an original aggregate principal amount not to exceed Four Million Six Hundred Eighty Thousand Dollars ($4,680,000) (the “Bonds”) to be paid from legally available revenues of the Town, for the purpose of financing the costs of acquiring the Ice Rink and Multipurpose Pavilion located in the Town in accordance with the terms and conditions of a Public-Private Agreement among the Town, the Winona Lake Redevelopment Commission and WL Ice, LLC, and paying related expenses, including the costs of issuing the Bonds.

    The Bonds (a) will have a final maturity of not later than ten (10) years from the issuance date of the Bonds, and (b) will bear interest at a rate or rates not exceeding five percent (5.0%) (to be determined by negotiation).

    Taxpayers and residents of the Town are further notified that the Town Council will hold a public hearing at 6:00 p.m., local time, on September 20, 2022, in the Town Hall Council Chambers, 1310 Park Avenue, Winona Lake, Indiana, on the matter of appropriating the proceeds of the Bonds in the original aggregate principal amount of $4,680,000, together with all interest earnings thereon.  Said appropriation is in addition to all appropriations provided for in the existing budget and tax levy of the Town.  Funds to cover said appropriation are to be provided from the proceeds of the Bonds.

    At said public hearing, all persons shall have the right to appear and be heard on the necessity of said appropriation.
