Claypool CDBG

    The Town of Claypool is applying to the Indiana Office of Community and Rural Affairs (OCRA) for a state Community Development Block Grant (CDBG) Program construction grant for the Wastewater/Drinking Water program as authorized under Title I of the Housing and Community Development Act of 1974, as amended.

    The Town is eligible to apply for up to $600,000 in the Wastewater/Drinking Water program with having a proposed project that is under $1 million in total project costs and with user rates over $50.00. Construction activities funded through the CDBG Program must meet one of the following National Objectives:

    1. Provide benefit to low and moderate-income persons on an area wide basis;

    2.  Prevent or eliminate slum or blight conditions; or,

    3. Urgent need projects that pose a serious and immediate threat to the health or welfare of the community.

    The types of activities that are eligible for Wastewater/Drinking Water funding include wastewater improvements to collection lines, treatment plant, or related infrastructure  assets, and improving drinking water systems such as water tower, distribution, treatment plant, or related infrastructure  assets.

    As an eligible local unit of government being a non-entitlement community, the Town is pursuing CDBG funding for the max allowable grant amount of $600,000 that will benefit low-and moderate-income  persons on an area wide basis to implement the following recommended improvements as outlined in the 2017 Preliminary Engineering Study developed by Jones and Henry Engineers, LTO.

    Construct a new third tertiary lagoon to increase the storage capacity and storage time. Construct a new chemical storage building to adequately store necessary chemicals. Construct a new small-scale pump station to pump effluent to the discharge location. Install new control valves with actuators to enhance the control flow of the chemicals. Install two 400 gallon double wall totes in the new chemical building to store the chlorine and de-chlorinated  solutions to properly treat effluent in the wastewater.

    If awarded, this grant of up to $600,000 will help the Town of Claypool to enhance its wastewater services by improving its wastewater treatment facility to ensure the Town continues to provide quality wastewater service to its residents and businesses. This grant award and the wastewater treatment facility enhancements  will benefit the households of Claypool, 54.9% of whom are low to moderate income households. This project will result in no displacement of any persons or businesses.

    A 20% local matching amount from the Town of Claypool will use $97,985.28 from the Town's apportionment of the Coronavirus  Local Fiscal Recovery Funds (CLFRF} , a $200,000 donation from the K21 Health Foundation, and $86,015 from their Tax Increment Financing Districts, TIF 1 and TIF 2.

    The Town of Claypool will hold a public hearing on Tuesday, April 19th at 7:00 PM at the Claypool Lions Club (201 W. Calhoun Street, Claypool, IN 46510) to provide citizens an opportunity to express their views on federally assisted projects, the wastewater treatment plant improvements, and other issues related to wastewater/drinking water in Claypool.

    Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement. Accommodations for individuals with disabilities  or with limited English proficiency can be requested at the contact information below.
