NOTICE OF PUBLIC HEARING

ON PROPOSED STORMWATER ORDINANCE AND RATES

    Winona Lake, Indiana property owners, ratepayers, and other interested parties are hereby notified that the Winona Lake Town Council at a regular meeting held on November 17, 2020, approved on first reading Ordinance No. 2020-11-2 and an associated Stormwater Utility Policy Manual, which would establish a stormwater utility and the policies and rates/fees associated with it. A Public Hearing will be held on Ordinance 2020-11-2 at a special meeting of the Town Council at 6:00 p.m. on December 1, 2020, online via Zoom (https://us02web.zoom.us/j/87657541068 or 1-301-715-8592 Meeting ID 87657541068#) and in person at the Town Hall, 1310 Park Avenue, Winona Lake, Indiana 46590. The proposed monthly Stormwater utility user fee is uniform for all residential properties assigned one Equivalent Residential Unit (“ERU”):

        January 1, 2021    January 1, 2022    January 1, 2023

ERU Rate    $5.00    $7.00    $9.00

    The proposed monthly Stormwater Utility user fee for a non-residential property or a multi-unit property with four (4) or more units (defined as non-residential) will be determined using an ERU multiplier, which is calculated by dividing the total impervious surface area within the property by the base ERU of three thousand eight hundred (3,800) square feet then multiplying by the ERU Rate.

    At the public hearing, all interested parties may appear and be heard. A copy of Ordinance No. 2020-11-2, the Stormwater Utility Policy Manual Ordinance, and other Stormwater Utility FAQ materials can be viewed online at www.winonalake.net or examined by appointment at the Town Hall. Any written comments will be received by the Town Manager, Craig Allebach, P.O. Box 338 Winona Lake, IN 46590 ([email protected]) up to the date and time of the Public Hearing. Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the Town of Winona Lake should contact the office of Craig Allebach at the Town Hall or via phone at 574-267-7581 as soon as possible but no later than 48 hours before the scheduled event.
